Por FactBox Admin

The Consortium for the Fire and Rescue Service of the Province of Ciudad Real has definitively approved an extraordinary credit of 322,715.47 euros destined for digital radiocommunications and DMR terminals. The operation is processed as credit modification file no. 3/2026 within the organization’s budget for the 2026 fiscal year. The announcement is published in the Official Gazette of the Province of Ciudad Real no. 187, dated September 29, 2026, on page 9052, under announcement number 3099.
The General Assembly of the Consortium, in an extraordinary and urgent session held on August 31, 2026, agreed to the initial approval of the file. Following the mandatory public exhibition period, no claims were filed, therefore the modification was definitively approved and proceeded to publication. The final announcement was signed in Ciudad Real on September 25, 2026, by the president of the Consortium, Julián Triguero Calle.
The process began with the public information announcement published in the Official Gazette of the Province of Ciudad Real no. 168, dated September 2, 2026, page 8021 (announcement no. 2817), which opened a period of fifteen business days for claims in accordance with article 169.1 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries.
What is being financed and with what funds
The file is structured as an increase in expenditure fully covered by treasury surplus, without recourse to new debt:
- Application 920633, concept “Digital radiocommunications and DMR terminals”: 322,715.47 euros.
- Total increase in extraordinary credits: 322,715.47 euros.
- Application 87000, concept “Surplus for general expenses”: 322,715.47 euros.
- Total financing: 322,715.47 euros.
- Balancing of the file: 322,715.47 euros, both in increases and financing.
The justification required by law
The announcement details that the requirements of article 177 of Royal Legislative Decree 2/2004, of March 5, and article 37 of Royal Decree 500/1990, of April 20, are met:
- The specific and determined nature of the expenses to be incurred.
- The impossibility of delaying them to subsequent fiscal years.
- The non-existence in the budget expenditure status of credit destined for this purpose or the insufficiency of the uncommitted credit balance in the corresponding applications.
- The normality with which the income of non-earmarked resources has been occurring.
Deadline to challenge
An administrative appeal may be filed against the final approval of the modification before the Administrative Court of Ciudad Real within two months following the publication of the announcement, pursuant to Article 171.1 of Royal Legislative Decree 2/2004, of March 5.
The allocation arrives in a fiscal year marked by the demand for operational coordination between stations and personnel throughout the province. The renewal of the radio communications network and the incorporation of DMR digital terminals directly affect the command and communication capacity in fires, rescues, and emergencies, where interoperability between devices determines the speed and safety of the response. The file is thus administratively closed and enables the Consortium to execute the investment charged to the 2026 budget.
