The Besòs Consortium calls for an expert economic and administrative coordinator

The Besòs Consortium has announced two selection processes to fill, under a permanent labor staff regime, one position for economic services coordinator (group A, subgroup A1/A2) and one for expert administrative assistant (group C, subgroup C1), both through the restricted merit-based competition system. The General Directorate of the Consortium, through resolutions dated August 4, 2026, has approved the rules and the call for applications, which are published in the Official Gazette of the Province of Barcelona on September 1, 2026.
The two positions are part of the policy to reinforce the technical structure of the supra-municipal body, which brings together the city councils of Barcelona, Sant Adrià de Besòs, Montcada i Reixac, Santa Coloma de Gramenet, and Badalona, as well as the Generalitat de Catalunya, the Barcelona Metropolitan Area, and the Consortium itself. The rules comply with the Basic Statute of Public Employees (Royal Legislative Decree 5/2015) and Decree 214/1990, which regulates personnel in the service of local entities.
Two positions, two professional profiles
The position of economic services coordinator (file 155/26, CVE 202610132395) reports to the Directorate of General Services and involves directing budget planning, expenditure execution, economic control, public procurement, subsidies, and accountability. A university degree in Economics, Business Administration, Business Sciences, or equivalents is required.
The position of expert administrative assistant (file 156/26, CVE 202610132397) focuses on the processing and monitoring of files, the drafting of administrative documents, and specialized support in procurement, subsidies, and economic management. A Baccalaureate degree, a higher-level vocational training technician qualification, or equivalent is required.
Requirements and conditions for participation
In both cases, applicants must be civil servants or permanent labor staff of the corresponding group from the consortium member entities, the Generalitat de Catalunya, the Barcelona Metropolitan Area, or the Consortium itself. The common conditions are:
- Permanent employment link, with an ordinary working day of 37.5 hours per week.
- Workplace at the Consortium’s headquarters, at Carrer Olímpic s/n in Sant Adrià de Besòs.
- Remuneration according to the Consortium’s current salary scales.
- Electronic submission of applications through the Consortium’s procedures portal.
Deadlines and qualifying tribunal
The application period begins the day after publication in the DOGC and ends on September 21, 2026, guaranteeing a minimum of twenty calendar days. The lists of admitted and excluded candidates will be published on the employment portals of the Barcelona City Council and the Consortium.
The qualifying tribunal, chaired by Jordi Canela i Farré, with Marta Gomila Miravet as secretary and Manuel Odón Mallo Gómez and Carmen Torres Morales as members, includes a membership designated by the School of Public Administration of Catalonia. The resolutions were signed by the Secretary of the Consortium, Manuel Odón Mallo Gómez.
