Por FactBox Admin

The president of the Consorci del Besòs resolved on October 26, 2026, to initially approve, and as a matter of urgency, the executive project for the renaturalization of the “Balcó del Besòs,” a public space of 4,967 m² on the right bank of the Besòs river, within the municipality of Sant Adrià de Besòs. The resolution is published in the Official Gazette of the Province of Barcelona on October 30, 2026, in the local administration section, with the official reference CVE 202610161330 and file 203/26. The execution budget by contract is 960,771.50 euros, excluding VAT, and 1,162,533.52 euros including VAT.
The project, drafted by AR47 SCCLP, entered the consortium’s registry on September 23, 2026, with entry number E2026000683. The objective is the redevelopment and renaturalization of this fluvial area through the increase of green zones, the improvement of pedestrian and cyclist itineraries, and the renovation of existing urbanization elements, with the aim of improving the environmental and functional quality of the space.
The decision is framed within Decree 179/1995, of June 13, which approves the Regulation of works, activities, and services of local entities (ROAS), specifically in article 37.6, which regulates the initial approval of projects. The urgency processing is justified in the technical services report to ensure compliance with execution deadlines and commitments assumed within the European project GreenInCities. The resolution is based on the powers that article 13.f of the statutes attributes to the presidency of the consortium.
A green space of 4,967 square meters
The action is concentrated in a public space of 4,967 m² located on the right bank of the Besòs river, in the municipality of Sant Adrià de Besòs. The planned works include:
- The increase of green zones in the area.
- The improvement of itineraries for pedestrians and cyclists.
- The renovation of existing urbanization elements.
- The improvement of the environmental and functional quality of the space.
The consortium has incorporated into the file a favorable technical report, issued by the manager of supra-municipal urban transformation projects with the approval of the deputy general director, and a favorable legal report from the director of general services.
Budget of 1.16 million and execution in two phases
The approved amounts are as follows:
- Material execution budget (PEM): 807,371.01 euros.
- Execution budget by contract (PEC), excluding VAT: 960,771.50 euros.
- Budget including VAT: 1,162,533.52 euros.
- Duration of the first phase: three months.
- Duration of the second phase: five months.
The works are therefore planned to be executed in two successive phases, with a total estimated duration of eight months.
Thirty days for allegations and consultation with affected services
The initial approval opens a thirty-day public information process, which will be disseminated through this announcement in the Official Gazette of the Province of Barcelona, on the notice board, and on the electronic headquarters of the Besòs Consortium. The complete file can be consulted from Monday to Friday, from 09:00 to 14:00 hours, at the consortium’s offices at Carrer Olímpic, s/n, in Sant Adrià de Besòs, and also on its website.
In parallel, the resolution orders the project to be forwarded to the public bodies and the companies owning the affected services identified in the technical services report, which have one month to issue the corresponding reports or statements. Likewise, the resolution will be reported to the Executive Commission of the consortium at the first session it holds. The announcement is signed by the secretary, Manuel Odón Mallo Gómez, in Sant Adrià de Besòs, on October 27, 2026.
Impact for the residents of Besòs
The initiative transforms a degraded river section of the right bank of the Besòs into a reference green area for the surrounding municipalities, with new routes for pedestrians and bicycles. The schedule is particularly relevant because the work depends on the deadlines of the European program GreenInCities, which explains the urgent processing and sets a one-month window to submit allegations or for the affected services to issue their statements.
