The Catalan Consortium for Local Development tenders video surveillance for 278.7 million
Por FactBox Admin

The Catalan Consortium for Local Development (CCDL) has called for tenders for the framework agreement for the supply of video surveillance elements, alarms, and extinguishers, and associated services destined for local entities in Catalonia, with an estimated value of 278,770,048.70 euros. The call was approved by Presidency Resolution 2026/98, dated October 26, and was published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9788, dated November 5, 2026, with the reference CVE-DOGC-A-26302046-2026. Bids may be submitted until November 30, 2026, at 3:00 PM.
The contract, identified by file 2025.07, is of a mixed type—supply and services—and is processed via an open procedure with ordinary processing. The CCDL acts as a local entity and, simultaneously, as a central purchasing body, such that the framework agreement is available to city councils and other Catalan local bodies without the need to call for their own tenders. This figure is based on article 221.4 of the Public Sector Contracts Law (LCSP), which allows for awarding to several companies.
The tender was previously announced in the Official Journal of the European Union on October 26, 2026, and the announcement is signed by the president of the consortium, Meritxell Budó i Pla, in Barcelona on October 29, 2026. Complementary documentation can be obtained until November 17, 2026, through the contractor profile hosted at contractaciopublica.cat, and the CCDL offices (carrer de València, 231, 6th floor, Barcelona) handle inquiries by telephone and email.

Deadlines, opening of proposals, and criteria
Offers must be submitted exclusively electronically using the Digital Envelope tool, in Catalan or Spanish, and the bidder is obliged to maintain them for four months from the opening of the proposals. The opening of Envelope A will take place in a private session on December 2, 2026, at 9:30 a.m., and that of Envelope B on December 10, 2026, at the same time.
The selection criteria combine value judgments and automatic criteria, according to clauses 17 and 18 of the PCAP, and the appeals regime is detailed in clauses 59 and following. The framework agreement is not financed with European Union funds, although certain contracts based on it could be eligible for the Next Generation EU recovery plan.
For providers of electronic security, facility maintenance, and fire protection, the tender opens a stable contracting channel with the local Administration for a period that, with extensions, can reach four years. The division into 30 lots by district lowers the size barrier and encourages the participation of SMEs from the region.
