The Minister of Justice takes over Linguistic Policy for two days

The Minister of Language Policy, Francesc Xavier Vila Moreno, will be absent from Catalonia on October 2 and 3, 2026, and the office of his department will be entrusted to the Minister of Justice and Democratic Quality, Ramon Espadaler Parcerisas. This is established by Decree 182/2026, of September 29, signed by the President of the Generalitat, Salvador Illa i Roca, and published in the Official Gazette of the Generalitat of Catalonia (DOGC) no. 9763, of October 2, 2026, in the Appointments and Personnel section (official reference CVE-DOGC-A-26273041-2026).

The measure is framed within the regulations on the organization and functioning of the Government. The decree is approved in accordance with the provisions of articles 12.1.k) and 20 of Law 13/2008, of November 5, on the presidency of the Generalitat and the Government, which regulate the substitution and entrustment of departmental offices when the holder cannot exercise their functions.

Who assumes the office and for how many days

The text of the decree consists of a single article and specifies the scope of the entrustment:

The entrustment takes effect for the duration of the absence and covers the ordinary office of the department, without the decree detailing additional functions or material limits beyond those fixed by law.

A common mechanism in the Government’s agenda

This is not an isolated case. The same DOGC no. 9763 includes another entrustment of office signed on September 29: Decree 181/2026, by which the Minister of Business and Labor, Miquel Sàmper i Rodríguez, transfers the office of his department to the Minister of Economy and Finance, Alícia Romero Llano, on October 3 and 4 (reference CVE-DOGC-A-26273035-2026).

As for the Department of Language Policy, this is the second entrustment in a few weeks. Decree 178/2026, of September 22, published in DOGC no. 9757, had already entrusted the office of the same minister to the Minister of Culture, Sònia Hernández Almodóvar, from September 24 to 26, 2026. Previously, Decree 144/2026, of August 25, had made the reverse move: the Minister of Culture entrusted her office to the Minister of Language Policy on September 2 and 3.

What it implies for the political leadership

During these two days, the ordinary decisions of the Department of Language Policy pass through the Ministry of Justice and Democratic Quality, which assumes its management. Publication in the DOGC provides legal coverage and traceability to the measure and guarantees the administrative continuity of the department despite the absence of the head.

Management assignments are acts of political direction that do not alter the organic structure of the departments nor their heads: they are temporary, linked to a specific absence, and are published so that they are known and enforceable.
