El Consell nombra seis registradores de la propiedad en la Comunitat Valenciana

The Consell has appointed six people to fill an equal number of vacant property, mercantile, and movable property registries in the Comunitat Valenciana. The agreement is formalized through Decree 170/2026, of October 23, published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10479 of October 26, 2026, in section II on authorities and personnel (reference DOGV-C-2026-32942). The assigned destinations are Carlet, Elda, Novelda, Castellón de la Plana, Albaida, and València.

The six assigned destinations

The decree, approved after the deliberation of the Consell in its meeting on October 23, 2026, details each appointment by name:

  • Carlet no. 1: Nuria Raga Sastre.
  • Elda no. 2: Elena María Arsuaga Blanes.
  • Novelda: Enrique Martínez Senabre.
  • Castellón de la Plana no. 3: José Antonio Alborch de la Fuente.
  • Albaida: María Paz Cucarella Ferri.
  • València no. 16: Eva Peris Aparicio.

These are six positions out of a total of registries announced in the competition, distributed among municipalities in the provinces of València, Alicante, and Castellón, and include two numbered registries from provincial capitals and a large city.

From the state competition to the regional decree

The provision file was processed based on the competition convened by the Resolution of September 8, 2026, of the General Directorate of Legal Security and Public Trust, and was resolved by the Resolution of October 2, 2026, of the same body. On that basis, the Department of Justice, Transparency, and Participation submitted the proposal to the Consell, which approved it in accordance with article 28.c) of Law 5/1983, of December 30, of the Consell.

The decree consists of two sections: the first contains the appointments and the second orders its publication in the DOGV, a procedure that has been fulfilled with the insertion in number 10479. The text was signed in València on October 23, 2026, by the president of the Generalitat, Juan Francisco Pérez Llorca, and by the regional minister of Justice, Transparency, and Participation, Nuria Martínez Sanchis.

The assignment is supported by the Mortgage Law and the Mortgage Regulations, in relation to article 58 of the Statute of Autonomy of the Comunitat Valenciana, which grants the Generalitat competence in matters of property registries. The regional intervention is limited to formalizing the result of a competition resolved at the state level by the General Directorate of Legal Security and Public Trust, under the Ministry competent in justice matters.

With this decree, the Generalitat fills six vacancies in a body of civil servants whose function is to provide public certification of registered acts and contracts and to guarantee preventive legal certainty in real estate and commercial transactions.

Impact for municipalities and the sector

The filling of these vacancies directly affects the municipalities that were awaiting the appointment of their titular registrar, including Carlet, Elda, Novelda, Albaida, and Castellón de la Plana, as well as the city of València, where registry number 16 is reinforced. The continuity of the registry service conditions everyday procedures such as the registration of sales and mortgages, the incorporation of companies, or the issuance of notas simples (land registry certificates), therefore the award reduces interim staffing in offices with significant workloads.

The appointment also has an effect on the professional collective: the six awardees move to permanent positions following a competition resolved in early October, closing a process that began with the September call and was resolved in less than two months.
