Por FactBox Admin

El Consell Insular de Menorca nomena Jaime Fedelich director insular de Turisme

The Insular Council of Menorca has appointed Jaime Fedelich Carretero as insular director of Tourism Planning and Urban Agenda, attached to the Department of Territorial and Tourism Planning. The appointment is formalized by the Decree of the presidency of the Insular Council of Menorca no. 88/2026, of October 1, published in the Official Gazette of the Balearic Islands (BOIB) no. 125, of October 3, 2026, p. 53550, with official reference 03147-2026-000002. The resolution takes effect from the day of its publication in the gazette.

The position is linked to the current departmental structure of the Council, created by the Presidency Decree no. 91/2023, of July 10, amended by the Presidency Decree no. 94/2023, of July 11, which established the departments in which the institution is structured, and by the Presidency Decree no. 95/2023, of July 11, which established its internal structure. This organization was subsequently reorganized by the Presidency Decree no. 227/2023, of November 17, regarding the extinction of one department and the restructuring of the rest (BOIB no. 158, of November 21, 2023).

An appointment with immediate effect

The decree resolves, first of all, to appoint the designated person to hold the office in accordance with the internal structure of the different departments. The appointment falls to:

  • Jaime Fedelich Carretero, insular director of Tourism Planning and Urban Agenda.
  • Department of Territorial and Tourism Planning.

The resolution also provides for three procedures: notifying the interested person, communicating it to the Personnel Management Service, and publishing its content in the BOIB so that it takes effect from the day of publication. The Plenary must also be informed at its first session.

The immediate precedent: the dismissal of September 29

The appointment comes after the same position became vacant at the end of September. The Decree of the presidency of the Insular Council of Menorca no. 83/2026, of September 23, published in the BOIB no. 121, of September 26, 2026, p. 51834 (exp. 03147-2026-000001), dismissed Jaime Fedelich Carretero as insular director of Tourism Planning and Urban Agenda effective September 29, 2026.

According to the document submitted on September 22, 2026 (Rg. Entrada CIM GE027737), the company Iberia/South had informed him that on September 30, 2026, he had to return to his workplace, from which he was on leave due to the exercise of public office, to join the Employment Regulation File (ERO) procedure and terminate the contractual relationship effective that same date. In the same document, the insular director expressed his desire to continue assuming the responsibilities he had developed until then once the employment relationship was terminated.

Regulatory basis and procedures

The appointment is framed within article 66 of the Statute of Autonomy of the Balearic Islands and the powers of the presidency of the Council, particularly article 21.1.d of Law 4/2022, of June 28, on island councils, and article 92 of the institution’s Organic Regulation regarding the appointment of island directors. The previous dismissal was based on articles 21.1.d, 34, and 37 of the same Law 4/2022 and article 94.1 of the Organic Regulation, which regulates the grounds for the dismissal of island directors.

The decree is dated Maó, October 1, 2026, and is signed by delegation of the president by the secretary Rosa Salord Olèo (DP 129/2023, of July 27; BOIB no. 106, of July 29, 2023).

The filling of the position of Tourism Planning and Urban Agenda is relevant because it concentrates the direction of Menorca’s tourism and urban planning policy in a context marked by the professional reinstatement of the previous holder. The appointment fills a vacancy opened on September 29 and guarantees the continuity of the Department of Territorial Planning and Tourism, a key area for the planning of the territory and the island’s tourism activity.
