The Council allocates 6.99 million to increase the Circuit's capital

The Consell has authorized a budget modification of 6,999,143.06 euros to increase the capital of Circuito del Motor y Promoción Deportiva, SA and cover the payment of the rights for the Comunitat Valenciana Motorcycle Grand Prix. The agreement, dated October 7, 2026, is published in the Diari Oficial de la Generalitat Valenciana (DOGV) no. 10470, of October 14, 2026, section III, with the official reference DOGV-C-2026-31432.

The agreement of the Consell, processed as file 05.015.26, authorizes a credit transfer between chapters and programs to enable chapter VIII, Financial Assets, in program 457A00, Promotion of sporting activity, of the Second Vice-Presidency and Conselleria of the Presidency. The Generalitat is the sole shareholder of the company, and it is the responsibility of the Consell, acting as the General Shareholders’ Meeting, to adopt the capital increase agreements.

The operation is based on articles 24 and 26 of Law 4/2026, on the budgets of the Generalitat for the 2026 financial year, and is issued upon the proposal of the Conselleria of Economy, Finance and Public Administration.

A capital increase to cover the Grand Prix rights

According to the published text, the company requires the capital increase to meet “the essential financial needs” derived from commitments acquired with third parties, “mainly those derived from the payment of the rights for the holding of the Comunitat Valenciana Motorcycle Grand Prix.”

The Second Vice-Presidency and Conselleria of the Presidency, to which the company is attached, has begun drafting the proposal for the Consell Agreement to execute the increase, which requires the prior processing of the budget modification for the aforementioned amount.

The funds are channeled through a new financial project:

• Code PB02200000, named “Share capital contribution to Circuito del Motor y Promoción Deportiva, SA”.
• Allocation: 6,999,143.06 euros.
• Enabled budget application: G01050208GE00000 G.457A00.85001.

Where the money comes from

The authorization includes a credit reduction in about twenty budget applications of the conselleria, which together total exactly the amount of the contribution. Among the largest amounts are:

• G01050406GE00000 G.111L00.47001 S1568: 1,999,143.06 euros.
• G01050501GE00000 G.126A00.19001: 1,290,000.00 euros.
• G01050100GE00000 G.121B00.19001: 820,000.00 euros.
• G01050409GE00000 G.422D00.19001: 620,000.00 euros.
• G01050601GE00000 G.112D00.19001: 350,000.00 euros.
• G01050408GE00000 G.457A00.19001: 280,000.00 euros.
• G01050902GE00000 G.462B00.19001: 280,000.00 euros.

As a result, the allocation for the direct grant line of article 168.1.c), S1568, “Impulse, promotion and development of strategic investments in the Comunitat Valenciana,” is modified, changing from 4,020,000.00 euros to 2,020,856.94 euros, with a reduction of 1,999,143.06 euros.

No impact on remuneration or objectives

The agreement specifies that the transferred credits are not subject to spending commitments nor linked to affected financing, and that the operation does not alter the remuneration regime established in the budget law nor affect the fulfillment of program objectives.

The document was signed in València on October 7, 2026, by José Luis Díez Climent, secretary counselor.

The decision increases the public contribution to the circuit in a fiscal year in which the cost of the Motorcycle Grand Prix returns to the center of the debate over regional spending: the Generalitat, as the sole partner, assumes via capital increase obligations that would otherwise have to be covered using other budget lines, in this case drawn from strategic investment promotion programs.
