The Consell of the Generalitat Valenciana has declared the urgent occupation of the assets and rights subject to the compulsory expropriation proceedings initiated by the Provincial Council of Valencia to execute the works of project AC-586, “Conditioning and improvement of the layout of the CV-679 road, between Almoines and L’Alqueria de la Comtessa. Section from PK 0+000 to PK 2+400”. The agreement, adopted on September 11, 2026, is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10451, of September 15, 2026, with reference DOGV-C-2026-28812.

The CV-679 road, owned by the Council of Valencia, runs through the region of La Safor and connects Almoines with L’Alqueria de la Comtessa through the municipal boundaries of Beniarjó and Rafelcofer, with a total length of 3.10 km. The declaration of urgency is based on road safety reasons, as the section between PK 0+000 and PK 1+400 was identified as an Accident Concentration Section (TCA) in the road safety reports for the 2013-2015 period, with persistent accident rates between 2016 and 2018.

A long project with objections

The proceedings began with the Decree of the Presidency of the Provincial Council of Valencia no. 1757, of February 9, 2024, which submitted the project for public consultation, and was definitively approved by Decree no. 11529, of September 19, 2024. The initial list of assets was approved by Decree no. 16986, of December 27, 2024, and was made definitive by Decree no. 6567, of May 31, 2025.

During the public consultation, owners filed objections and appeals that were resolved by various decrees from the Presidency of the Council:

  • Decree no. 3516 (31-03-2025): objections regarding plot 24.
  • Decree no. 3513 (31-03-2025): partial approval for the Irrigation Community Riegos del Río Alcoy (plots 43, 44, and 80).
  • Decree no. 3514 (31-03-2025): plots 144, 144-SV-01, and 146.
  • Decree no. 4176 (12-04-2025): dismissal of the appeal for plot 47.
  • Decree no. 4711 (29-04-2025): plot 121, due to its status as public hydraulic domain.

Affected plots and owners

The list of affected assets includes dozens of plots distributed among Almoines, Beniarjó, Rafelcofer, and L’Alqueria de la Comtessa, mostly irrigated land with orange groves. Among the owners are private individuals, the city councils of Beniarjó, Rafelcofer, and L’Alqueria de la Comtessa, the Irrigation Community Riegos del Río Alcoy, and companies such as Gestión y Desarrollo Activo Rodenas, SL, Sector Foies Gandia, SL, Espacio Comercio y Ocio, SL, and the SAT N 9522 Agrovima. In addition to the expropriable areas, several plots are affected by air easements.

What the project includes

The project provides for widening the road platform and adjusting its layout to resolve issues of functionality, accessibility, and road safety, reinforcing the structural section of the pavement, and executing the new Rafelcofer bypass, as planned in the Basic Project Ac-527/PB, to reduce the traffic that currently flows through the urban sections of Rafelcofer and L’Alqueria de la Comtessa. It also incorporates an attached cycle-pedestrian lane that will connect Almoines, Rafelcofer, and L’Alqueria de la Comtessa, as well as the adaptation of the bus stops within the area of intervention.

Against the agreement, which concludes the administrative process, interested parties may file a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of the Valencian Community within two months, or optionally a request for reconsideration before the same body within one month from its publication in the DOGV.

The declaration of urgent occupation accelerates the availability of the land and brings closer the start of works long demanded in the region of La Safor, which will improve the safety of a road axis with a persistent history of accidents and relieve the heavy traffic passing through the urban centers of the area.
