The Council of Mallorca opens the period for allegations for the Insular Youth Plan 2027-2031
Por FactBox Admin

The Insular Council of Mallorca has opened for public consultation the Insular Youth Plan 2027-2031, the document that must establish the island’s youth policies for the next five years. This procedure was agreed upon by the Executive Councilor for the Presidency through Resolution no. 27984, of October 23, 2026, published in the Official Gazette of the Balearic Islands (BOIB) no. 138, of October 29, 2026, announcement 10741, p. 59911. Any person may consult the file and submit allegations within twenty business days.
The initial proposal for the plan was issued on October 22, 2026, by the Interdepartmental Youth Commission of the Insular Council of Mallorca, the body that brings together the areas involved in the matter. With this proposal, Resolution 27984/2026 agrees to initiate the approval procedure for the plan and submit it for public exhibition, in accordance with article 83 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.
Twenty business days to submit allegations
The citizen consultation period is twenty (20) business days and begins to count the day after the publication of the announcement in the BOIB, that is, from October 30, 2026. The planned channels are:
- Consultation of the file documentation at the electronic office of the Insular Council of Mallorca (https://seu.conselldemallorca.net).
- Alternative in-person consultation at the Insular Directorate of Youth and Participation, at General Riera Street, 111, 07010 Palma (Llar de la Joventut).
- Submission of allegations through the specific procedure enabled in the electronic office.
- Submission by any of the means admitted by article 16.4 of Law 39/2015.
The subjects referred to in sections 2 and 3 of article 14 of the same regulation are obliged to interact with the Administration by electronic means.
A procedural act without appeal
The resolution does not close the administrative route. The announcement expressly qualifies the act as merely procedural and indicates that no type of appeal may be filed against it, without prejudice to any other appeal or action that may be considered appropriate. The final approval of the plan will therefore correspond to a subsequent act, once the allegations submitted during the public information period have been incorporated or assessed.
The document is signed by the Executive Councilor for the Presidency, Antonio Francisco Fuster Zanoguera, with an electronic signature date of October 26, 2026, three days after the resolution ordering the procedure. The publication of the announcement in the BOIB is what marks the effective start of the deadline count.
Youth, a significant matter for the Department of the Presidency
The plan arises at a moment of intense activity for the youth area of the Insular Council of Mallorca, which channels its policies through the Insular Directorate of Youth and Participation. In recent weeks, the same Department of the Presidency has resolved the call for grants for youth organizations for 2026, with the final award published in BOIB no. 131, of October 15, 2026 (resolution 10296), and has announced leisure and recreation programs for young people between 18 and 30 years old, such as the “Camí de cavalls” trip to Menorca and the “Jacobean Route” to Galicia, published in BOIB no. 130, of October 13, 2026.
The announcement does not detail the specific content of the plan: the lines of action, the budget, or the quantified objectives can only be consulted in the file published on the electronic headquarters and at the Youth Home (Llar de la Joventut). It is in this documentation where youth organizations, city councils, and citizens can verify the measures planned for the 2027-2031 period.
A process open to organizations and city councils
The public information period is the only formal window for youth organizations, the island’s city councils, and individuals to influence the text before it becomes the definitive roadmap. Allegations do not require the sponsorship of any organization: any person can submit them using the procedure enabled on the electronic headquarters.
For city councils, the plan is especially relevant because it organizes insular cooperation regarding youth, an area in which the Council of Mallorca acts as the financier and coordinator of municipal programs. For youth organizations, the document sets the priorities that are later translated into grant calls, such as the one resolved this same month of October.
