Por FactBox Admin

El Consell de Mallorca nomena Bartolomé Salvà nou director insular de Residus

The Insular Council of Mallorca has appointed Bartolomé Salvà Cañellas as the new insular director of Waste, replacing Margalida Isabel Roig Catany, who was dismissed effective October 21, 2026. The appointment is published in the Official Gazette of the Balearic Islands (BOIB) no. 135, of October 22, 2026, via Presidency Decree 10570 (p. 57013), electronically signed on October 21. The decision was made by the Presidency of the Council at the proposal of the executive councillor for Environment, Rural Environment and Sports.

The handover does not imply a departure from the insular Government. The same gazette publishes Decree 10571 (p. 57014), by which Roig Catany is appointed technical secretary of Environment, Rural Environment and Sports, a position that had become vacant due to the resignation of Magdalena Ribot Font, accepted effective October 18, 2026. The dismissal as insular director of Waste had been formalized two days earlier, by Decree 10555 (p. 57012).

Three decrees signed in forty-eight hours

The movements in the Environment area of the Council of Mallorca are documented in three consecutive decrees from the Presidency, all published in Section II of the BOIB on October 22:

  • Decree 10555, p. 57012: dismissal of Margalida Isabel Roig Catany as insular director of Waste, effective October 21, 2026, signed on October 20.
  • Decree 10570, p. 57013: appointment of Bartolomé Salvà Cañellas as insular director of Waste, signed on October 21.
  • Decree 10571, p. 57014: appointment of Margalida Isabel Roig Catany as technical secretary of Environment, Rural Environment and Sports, signed on October 21.

In all three cases, the proposal comes from the executive councillor of the department, and the signature corresponds to the president of the Insular Council of Mallorca, Llorenç Sebastià Galmés Verger.

The decrees are based on Law 4/2022, of June 28, on insular councils, which grants the Presidency the competence to freely appoint and remove the heads of management bodies (article 21.1.d) and reserves for executive councillors the power to propose high-ranking officials dependent on their department (article 33.2.d). Article 14 of the same regulation grants the heads of management bodies the status of high-ranking officials of the Administration.

In the case of the dismissal, the decree also invokes article 41 of the Organic Regulation of the Council of Mallorca, which confirms the free appointment by the Presidency at the proposal of the head of the department, and recalls the obligation to submit declarations of assets and activities as provided for in article 11 of Law 4/2022.

An insular directorate structure modified seven times

The insular directorates and technical secretariats of the Consell de Mallorca were created by the Decree of the Presidency of July 12, 2023 (BOIB no. 97, of July 13, 2023), which is also the regulation that placed Roig Catany at the head of the Insular Directorate of Waste. That decree has been modified on seven occasions:

  • Decree of August 21, 2023 (BOIB no. 117, of August 24, 2023).
  • Decree of October 24, 2023 (BOIB no. 145, of October 26, 2023).
  • Decree of October 27, 2023 (BOIB no. 148, of October 31, 2023).
  • Decree of April 24, 2024 (BOIB no. 56, of April 27, 2024).
  • Decree of March 14, 2025 (BOIB no. 33, of March 15, 2025).
  • Decree of July 11, 2025 (BOIB no. 92, of July 15, 2025).
  • Decree of February 24, 2026 (BOIB no. 26, of February 26, 2026).

The appointment decrees order the notification of the resolution to the interested parties, its publication in the BOIB and on the Electronic Office of the Consell Insular de Mallorca, and to report it to the Plenary in the first ordinary session to be held.

The Insular Directorate of Waste is the body that assumes the waste management policy of the Consell de Mallorca, an area subject to continuous political and social debate on the island. Furthermore, the change of leadership comes amidst an internal reorganization of the department of Environment, Rural Environment and Sports, which in a few days has changed the person responsible for the technical secretariat and the insular directorate of Waste, such that Roig Catany remains within the department’s structure with functions different from those he exercised until October 21.
