The Council of Mallorca dismisses Magdalena Ribot, technical secretary of Environment

Por FactBox Admin

El Consell de Mallorca cessa Magdalena Ribot, secretària tècnica de Medi Ambient

The president of the Insular Council of Mallorca, Llorenç S. Galmés Verger, has ordered the dismissal of Magdalena Ribot Font as technical secretary of Environment, Rural Environment, and Sports, with economic and administrative effects from October 18, 2026. Presidency Decree 10401, electronically signed on October 16, is published in the Official Gazette of the Balearic Islands (BOIB) no. 132, of October 17, 2026, in Section II (Authorities and personnel). The decision accepts the resignation that the office holder had submitted two days prior, on October 15.

The dismissal closes a cycle opened in the summer of 2023. The Presidency Decree of July 10, 2023 created the departments in which the Council of Mallorca is structured and, on July 12, 2023, a second decree created the insular directorates and technical secretariats and appointed the people occupying them, including Magdalena Ribot Font as technical secretary of Environment, Rural Environment, and Sports. The formal proposal for separation was made by the executive councillor of the department on October 16, 2026, the same day the decree was signed.

The published text includes the legal grounds framing the decision and placing it within the logic of the free appointment of high-ranking insular officials:

  • Article 21.1.d) of Law 4/2022, of June 28, on insular councils, attributes to the Presidency the competence to freely appoint and remove the holders of management bodies.
  • Article 41 of the Organic Regulation of the Council of Mallorca establishes that these holders are freely appointed by the Presidency, upon the proposal of the head of the department.

A succession of relays in the insular administration

The movement is not isolated. BOIB no. 108, of August 29, 2026, published four Presidency decrees of the Council of Mallorca of the same type: two dismissals of high-ranking officials and two appointments to fill the vacancies. Thus, the resignation of Catalina Maria Mascaró Bestard as insular director of Community Care and Promotion of Personal Autonomy (decree 8648) and that of Clara María del Moral Torres as insular director of Tourism for Offer and Quality (decree 8653) were accepted, effective August 31. The appointments of Margarita Ballester Bauzà (decree 8654) and Pedro Rosselló Cerdá (decree 8655) completed the relays.

In the case now published, the decree does not include the appointment of the person who will replace Ribot Font at the head of the technical secretariat, so the vacancy remains open pending a subsequent decree.

Administrative effects and subsequent obligations

The decree is not limited to the separation from the office and provides for a series of procedures that the dismissed person and the administration must fulfill:

  • Thank the holder for the services provided, a standard formula in these decrees.
  • Request the submission of the declarations of assets and activities corresponding to the cessation, in accordance with Article 11 of Law 4/2022.
  • Notify the interested person of the decree.
  • Publish its content in the Official Gazette of the Balearic Islands and on the electronic office of the Insular Council of Mallorca.
  • Report to the Plenary in the first ordinary session to be held.

The technical secretariat is the administrative and legal support body of the department, with functions of internal coordination, contracting, and budgetary management of the areas that depend on it. The Department of Environment, Rural Environment, and Sports is assigned, among others, the competencies to deploy the offer of programs, services, and resources in sports matters, according to the Presidency Decree of July 28, 2023, which establishes departmental competencies.

Relevance

The cessation affects one of the departments with the most budgetary weight and highest public exposure of the Council of Mallorca, which handles waste, territory, rural environment, and sports. With the vacancy open and no appointment published, the department is pending the designation of the person who will assume the technical secretariat, a key piece in the processing of contracts and expenditure files. The publication in the BOIB gives formal validity to the departure and sets October 18 as the administrative cutoff date.
