The Council of Mallorca approves the access roundabout to the UIB

The Executive Council of the Insular Council of Mallorca initially approved on September 16, 2026, the construction project for a roundabout on the Ma-1110 road, at kilometer point 7+950, providing access to the UIB university campus, with a budget for the Administration’s knowledge of 642,594.16 euros. The agreement, signed by the Councilor for Territory, Mobility, and Infrastructure, Fernando Rubio Aguiló, is published in the Official Gazette of the Balearic Islands (BOIB) no. 117, of September 19, 2026, and entails the opening of a public information period of twenty business days.

The project, with the key 25-09.0-ML, was drafted in August 2026 within the framework of the collaboration agreement on road matters between the Council of Mallorca and the University of the Balearic Islands, published in BOIB no. 101, of July 31, 2025. According to the agreement, the drafting of the project was promoted and financed by the UIB, such that it is not necessary to request an additional report or authorization from the university institution.

Drafting and supervision of the project

The project was signed in August 2026 by the following technical team:

• Esteban Pisano Porada, project author, on behalf of the company Cimar Ingenieria SL.
• Antonio de Pablo Escolà, project director.
• Laura Montaner Berges, head of the Planning and Projects Service of the Insular Directorate of Infrastructure and ITV, who gave the approval.

On August 26, 2026, the favorable supervision report no. 2026-08 was issued, which enables the start of the initial approval procedures. The project consists of five documents: report and annexes (SEFYCUS 4568411 and 4568412), plans (SEFYCU 4562340), technical specifications document (SEFYCU 4562341), budget (SEFYCU 4562342), and health and safety study (SEFYCU 4562343).

Budget and affected services

The budget for the Administration’s knowledge, amounting to 642,594.16 euros, is broken down as follows:

• Base tender budget: 598,888.56 euros.
• Expropriations and temporary occupations: 9,033.54 euros.
• Historical and artistic heritage: 8,983.33 euros.
• Waste management: 25,688.73 euros (including 10% VAT).

Regarding services, annex 11 identifies two fiber optic conduits from MasOrange as the only affected service, with a diversion proposal validated by the owning company. The supervision report concludes that the project does not need to be subject to an environmental impact assessment, whether ordinary or simplified, because it does not fit into any of the cases of article 13 of Legislative Decree 1/2020, of August 28.

Two affected estates in the district of Palma

Annex 15 of the report contains the individualized list of affected assets and rights, all on rural land within the municipal district of Palma:

• María Inmaculada Gómez Puche, cadastral reference 07040A017000380000RA: 1,217.00 m² to be expropriated and 368 m² of temporary occupation.
• María Magdalena Figuerola Isern, cadastral reference 07040A017000370000RW: 33.00 m² to be expropriated and 69 m² of temporary occupation.

In total, the surface area to be expropriated is 1,250.00 m² and the temporary occupation area is 437 m², with no easements or affected buildings. The project, therefore, affects two properties in the municipality of Palma.

Twenty working days of public information

The public information period is twenty working days and begins the day after the last publication of the announcement in the BOIB, in an island-wide newspaper, or on the notice board of the electronic headquarters of the Consell Insular de Mallorca. During this period, the project and the list of affected assets and rights can be consulted at the offices of the Department of Territory, Mobility and Infrastructure, at General Riera Street, 113, in Palma, from 9 am to 2 pm, Monday to Friday, and also electronically.

Any natural or legal person may examine the file and submit allegations, rectify errors in the list of properties, or oppose the necessity of occupation. Furthermore, on June 4, 2026, a report on compliance with landscape guidelines was requested from the Territorial Planning Service, with a 20-day deadline which, if not answered, is understood to be favorable; and on September 1, 2026, the report motivating the declaration of urgent occupation of the lands was issued (SEFYCU 4709105).

The roundabout is intended to improve the safety and fluidity of access to the UIB campus, one of the main daily mobility hubs in Palma, and its initial approval activates the calendar of expropriations and allegations that will condition the start of the works.
