The Council of Justice urgently tenders the work for the sixth floor
Por FactBox Admin

The Superior Council of Justice has called for an urgent national public tender to contract the renovation works for the sixth floor of the Justice Headquarters building, in Andorra la Vella. The Government agreement supporting the tender is dated October 21, 2026, and the notice is published in the Official Bulletin of the Principality of Andorra (BOPA) no. 122, dated October 28, 2026, under file number 260135220.
The contracting entity is the Administration of Justice, while the management of the file corresponds to the Superior Council of Justice, in application of article 36.9 of the Qualified Law of Justice, of September 3, 1993. The notice, signed by the president of the body, Josep Maria Rossell Pons, establishes an open procedure in the form of an award by national tender and an urgent processing modality, and admits variant offers under the terms and conditions of article XXIII.5 of the particular administrative clauses specifications. The published text does not detail the tender amount nor the execution period of the works.
An open specification and admitted variants
The tender regime combines the national competition with the open procedure and urgent processing, a formula that allows for the shortening of ordinary public procurement deadlines. The possibility of submitting variants is, however, subject to the express conditions of the specifications, which is the instrument that regulates the technical and administrative detail of the procurement.
The regulatory documentation can be downloaded free of charge from the Public Sector Procurement Platform, and the Superior Council of Justice acts as the complementary information body for interested bidders.
Demanding classification in four subgroups
The specifications impose an administrative classification of contractors divided into four subgroups, all of them with minimum category A:
- Group D, subgroup D.5, with a participation of 15.94% (SPi).
- Group D, subgroup D.8, with a participation of 13.89% (SPi).
- Group H, subgroup H.1, with a participation of 22.44% (SPi).
- Group I, subgroup I.3, with a participation of 16.94% (SPi).
The distribution affects different areas of the work —from general construction to technical installations— and requires companies to prove specific solvency in each of these fields to opt for the contract.
Deadlines and electronic opening
The tender calendar is precisely fixed in the notice:
- Submission of bids: on the Public Sector Procurement Platform, via the link indicated in the specifications, until 3:00 PM on November 18, 2026.
- Opening of bids: on November 19, 2026, at 11:00 AM, electronically.
- Notification of the opening link: the contracting authority will communicate it to the persons who have submitted a bid.
- Attendance as public: must be requested in advance from the contracting authority.
An administrative appeal may be filed against the resolution before the Government within one month from the notification of the act, in accordance with Article 129 of Law 14/2023, of July 3, consolidated text of the Administrative Code, published in BOPA no. 93, of July 26, 2023. The edict recalls, with Articles 52 and 135 of the same Code, that the filing of the appeal does not suspend the execution of the contested act.
The tender is the prior administrative step so that the sixth floor of the Seat of Justice becomes useful space for the Administration of Justice. With a procedure declared urgent and bids that are resolved within a month, the calendar points to a rapid execution of the work.
