The Governing Council appoints Alberto Anguera as executive director of Public Health

The Governing Council has appointed Alberto Anguera Puigserver as executive director of the Public Health Agency of the Balearic Islands. The agreement was adopted in the session of September 11, 2026, and is published in the Official Gazette of the Balearic Islands (BOIB) no. 116, of September 17, 2026, Section II, page 50080, with the official reference 1228252. The appointment takes effect from its publication in the gazette.
The Public Health Agency of the Balearic Islands was created by the statutes approved by Decree 7/2023, of February 20, published in BOIB no. 23, of February 21, 2023. According to Article 1 of this regulation, it is configured as an autonomous body intended for the development and execution of the competencies of the Autonomous Community of the Balearic Islands in matters of public health, with its own legal personality, financial autonomy, and full capacity to act.
A shortlist of three candidates
The procedure began with the session of the Agency’s Governing Board held on August 31, 2026, in which this body submitted a proposal of three possible candidates to the Minister of Health to occupy the Executive Directorate:
- Amadeo Vázquez Massot
- Alberto Anguera Puigserver
- Guillem Artigues Vives
After analyzing the merits of each of the three aspirants, the Governing Council, upon the proposal of the Minister of Health, agreed to appoint Alberto Anguera Puigserver as executive director of the Agency.
The legal framework of the appointment
Article 14 of Decree 7/2023, of February 20, establishes that the executive director of the Agency assumes its direction and ordinary management, in accordance with the criteria of action set by the Governing Board. The same article provides that the Government appoints and removes the executive director upon the proposal of the minister competent in health matters, having heard the Governing Board, under the terms provided for in Article 21 of Law 7/2010, of July 21, of the instrumental public sector of the Autonomous Community of the Balearic Islands.
For its part, Article 12.f of the same decree attributes to the Governing Board the function of submitting to the head of the ministry competent in health matters the proposal of a shortlist of candidates for the executive directorate, a preliminary step that was fulfilled with the session of August 31.
Publication and effects of the agreement
The agreement of the Governing Council consists of two points. The first appoints Alberto Anguera Puigserver as executive director of the Public Health Agency of the Balearic Islands. The second orders the publication of the agreement in the Official Gazette of the Balearic Islands, from which date the appointment shall take effect.
The document was signed in Palma on September 11, 2026, by the secretary of the Governing Council, Antònia Maria Estarellas Torrens, and by the president, Margarita Prohens Rigo.
The Executive Directorate of the Public Health Agency of the Balearic Islands is the position that assumes the direction and ordinary management of the body, a central piece in epidemiological surveillance and in the design and execution of public health policies for the islands. With this appointment, the process initiated by the Governing Council at the end of August is closed, and definitive coverage is provided for a position of direct responsibility in the regional health management.
