The Council decorates dozens of National Police officers

The Consell has approved Decree 128/2026, of September 3, which grants decorations and distinctions of the Generalitat for police merit to the Unit of the National Police Corps assigned to the Valencian Community. The regulation, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10445 on September 7, 2026, recognizes the work of dozens of officers and collaborating institutions.

The grant is processed in accordance with Decree 78/2014, of May 30, of the Consell, which regulates these awards and establishes the merits for gold, silver, bronze with blue distinction, and bronze decorations, the diploma of recognition for police career, and the honorary distinction. The proposal originates from the Minister of Emergencies and Interior, and the resolution corresponds to the Consell, which adopted it at its meeting on September 3, 2026.

Gold, Silver, and Bronze Decorations

The gold decoration is granted to fifteen people, including Chief Inspector José Vicente García Montes, Principal Commissioner Pedro Prieto Poveda, Supreme Court Magistrate Vicente Magro Servet, and painter and academic José María Yturralde López. Recognition is also granted posthumously to the head of the Communication section of the Valencian Agency for Security and Emergency Response (AVSRE), Miguel Mollá Ramos.

The silver decoration distinguishes more than fifty officers and collaborators, including:

  • Chief Inspectors such as Raúl Cuadrado Luis, Pedro Óscar Portero Muñoz, and Ruth María Martínez García.
  • Inspectors from the Provincial Judicial Police Brigade of Barcelona, César García Ordóñez, and from the General Commissariat of Judicial Police, Carlos Cano Rebolledo.
  • Commanders of the Civil Guard, such as Commander José Vicente Ruíz García and Captain Marcelino Díaz Fernández.
  • Chiefs of local police from València, Alcoy, Algemesí, and Llíria, as well as the chief intendant of the Alicante Port Police, Mario Rico Lucas.
  • Civil collaborators, such as the senior professor of Constitutional Law at the University of Valencia, José Carlos Bartolomé Cenzano, and the president of the ambulance company CSA, Juan de Dios Pastor Cano.

The bronze decoration with blue distinction is awarded to nine police officers, including Francisco Javier García Serrano, Alfredo Escribano Perona, and Óscar Octavio Muñoz Fernández.

Diplomas and Honorary Distinctions

The diploma of recognition for police career is granted to ten officers, including Chief Inspector Juan Carlos Calahorra Miguel and Inspectors Luis Martínez Curto and Pedro Valero Fernández.

The honorary distinction of the Generalitat recognizes five entities and individuals, including:

  • The Local Police of Cox-Granja de Rocamora.
  • The manager of the company Servicios Integrales VITAL, Jorge Talavera Marín.
  • The director of the CRIMINA Center of the Miguel Hernández University of Elche, Fernando Miró Llinares.
  • The president of the Columbiculture Federation of the Comunitat Valenciana, Ricardo García Esparza.

Nature and delivery of the awards

The decorations are lifelong, grant the right to be displayed on the uniform according to regulatory standards, and do not carry any pension or economic reward from the Generalitat. They will be delivered in a public and solemn act, and the decree has no impact on the expenditure chapters of the AVSRE, which will handle the delivery with its own personal and material resources.

The decree, signed by the president of the Generalitat, Juan Francisco Pérez Llorca, and the regional minister of Emergencies and Interior, Juan Carlos Valderrama Zurián, takes effect from its publication. An optional appeal for reversal may be filed before the Consell within one month, or a contentious-administrative appeal before the High Court of Justice of the Comunitat Valenciana within two months.

The publication of this decree underscores the institutional recognition of the work of the Unit of the National Police Corps assigned to the Comunitat Valenciana and those who collaborate with it, a gesture that reinforces the public visibility of police work and the cooperation between administrations and entities in security matters.
