The Urban Planning Council approves modification no. 20 of the PGOU of Binaced

The Provincial Urban Planning Council of Huesca has definitively approved isolated modification no. 20 of the General Urban Development Plan of Binaced, according to the agreement adopted in its session on July 29, 2026. The text is published in the Official Gazette of the Province of Huesca number 190, dated October 5, 2026, with the official reference BOPH-2026-190018. The modification rewrites the urban planning regulations of the municipality in Residential Zone R-2.

The agreement was adopted by the Provincial Urban Planning Council of Huesca, a body attached to the Department of Housing, Development, Logistics and Territorial Cohesion of the Government of Aragon, in the session held on July 29, 2026. The pronouncement is recorded in a concise formula: “Definitively approve isolated modification no. 20 of the PGOU of Binaced.” In that same session, the Council also ruled on isolated modification no. 6 of the planning for Campo, published later in the provincial gazette.

The dissemination of the agreement is carried out in compliance with articles 85 and 57 of the Recast Text of the Urban Planning Law of Aragon, the Fifth Additional Provision of said regulation, and article 18 of Decree 129/2014, of July 29, which approves the Regulations of the Provincial Urban Planning Councils. The announcement appears signed in Huesca on October 1, 2026, by the secretary of the Provincial Urban Planning Council, Jorge Magallón Rosa.

What changes in Residential Zone R-2

The document reproduces the modified article of the urban planning regulations, 2.1.4.2, relating to Residential Zone R-2. The new wording establishes single-family residential housing as the primary use and allows a single dwelling per plot.

The permitted compatible uses are:

• Community residence and hotel.
• Commercial and administrative.
• Small family craft workshops, which do not produce nuisances nor alter the normal conditions of health and hygiene of the environment.
• Facilities and services: cultural, religious, etc.

Publication and procedure

The text is inserted in the Autonomous Administration section of the Official Gazette of the Province of Huesca, in number 190 corresponding to Monday, October 5, 2026, and occupies page 53 of the issue. The announcement is accompanied by an annex with the modified urban planning regulations, which reproduces the text of the affected article. The publication of the urban planning regulations is the procedure that provides publicity and effectiveness to the definitive approval agreement, such that the articles become part of the general planning currently in force in Binaced.

The Provincial Urban Planning Council of Huesca maintains continuous activity in processing municipal planning. In the session of September 23, 2026, the agreements of which were published on September 30, the body addressed planning files for municipalities such as Chimillas, Biescas, Angüés, Casbas de Huesca, Castejón de Sos, and Aísa.

Modification No. 20 dictates what can be built and within what limits in the R-2 Residential Zone of Binaced, therefore directly affecting landowners, developers, and individuals planning housing in that area. With the final approval and its publication, the new articles are incorporated into the current planning and are applicable to the licenses and actions processed in that area of the municipality.
