The Governing Council reorganizes the positions of the Ministry of Culture

The Governing Council of the Principality of Asturias approved on August 10, 2026, the modification of the job organization instruments within the Department of Culture, Linguistic Policy, and Sport. The agreement, signed in Oviedo by the counselor Ana Vanesa Gutiérrez González, is published in the Official Gazette of the Principality of Asturias (BOPA) number 161, dated August 20, 2026, and takes effect the day following its publication.

The reorganization is processed at the proposal of the head of the Department, under article 16.a) of the Law of the Principality of Asturias 2/2023, of March 15, on Public Employment, and is jointly approved for the list of positions for civil servants and for the catalog of positions for contractual staff, in accordance with article 27.3 of the Public Employment Law and the V Collective Agreement of the contractual staff of the Administration of the Principality.

Creation of a technician for European funds

The file provides for the creation of an administrative technician position to reinforce the General Directorate of Physical Activity and Sport, with special attention to the management of European funds. This is one of the most prominent measures, aimed at strengthening the department’s capacity to attract and execute community funding.

Transformations and regularizations of positions

The reorganization affects several areas of the Department, with transformations and regularizations of positions:

  • Transformation into administrative assistants of various administrative auxiliary positions, modifying the organic assignment in one case to improve administrative efficiency.
  • Reorganization of the Procurement Service, transforming a manager position into an administrative assistant.
  • In the Jovellanos Library, regularization of the legal nature of a weekend archives, libraries, and museums assistant position, and adaptation of the supplements for one of the custodian positions.
  • In the Historical Archive of Asturias, transformation of a security guard position and a service operator position into custodian positions.
  • In the Secretariat Section of the Cultural Heritage Council of Asturias, modification of the required qualification for the Administrative Technician position, in coherence with the functions performed.

Financing and processing

The creations and modifications are financed through the amortization of job positions, based on the proposals of the various managing bodies and the staffing of the corps, scales, and categories. The agreement was adopted following negotiation with the representation bodies of public employees, with a report from the Human Resources Organization Commission and a hearing for the career civil servant whose reserved position is being amortized.

The agreement concludes the administrative process. An appeal for judicial review may be filed against it before the Administrative Chamber of the High Court of Justice of the Principality of Asturias within a period of two months, without prejudice to the optional appeal for reconsideration before the Governing Council within a period of one month.

The reorganization of the staff of the Ministry of Culture, Linguistic Policy and Sport seeks a more efficient administration that is better prepared for the management of European funds, with direct effects on the organization of cultural, sporting and heritage services in the Principality.
