The Governing Council renews the members of the Electoral Board of Andalusia

The Governing Council of the Regional Government of Andalusia has arranged the appointment of the members of the Andalusian Electoral Board through Decree 525/2026, of October 21, published in the Official Gazette of the Regional Government of Andalusia (BOJA) no. 207, of October 26, 2026, with text no. 14027. The provision is inserted in section 2.1, appointments, situations, and incidents, within the Authorities and personnel block, and bears the signature of the Ministry of the Presidency, Health, and Emergencies.

The decree occupies a single page of the gazette and its announcement heads, along with Decree 524/2026, the appointments section of the Ministry of the Presidency, Health, and Emergencies in the summary of issue 207. This is the regulation that establishes the composition of the Andalusian Electoral Board, the collegiate body responsible for the organization and control of the electoral process in the autonomous community and the resolution of claims and appeals filed before it.

A day of renewals in collegiate bodies

The publication of Decree 525/2026 coincides in time with other personnel decisions adopted by the Governing Council in its meeting on October 21 and collected in the same issue of the gazette:

• Decree 524/2026, of October 21, which provides for the dismissal of Ana María Vielba Gómez as Secretary General of the Audiovisual Council of Andalusia.
• The Agreement of October 21, 2026, of the Governing Council, by which representatives of the Regional Government of Andalusia are appointed and dismissed from the Governing Council of the Consortium for Logistics, Business, Technological, Environmental, and Service Activities of the Bay of Cádiz.
• The Agreement of October 21, 2026, which provides for the dismissal and appointment of members of the Governing Council of the Andalusian Energy Agency.

The three cases share the same formal pattern: agreements of the regional governing body endorsed by the Ministry of the Presidency, Health, and Emergencies and published in the appointments section of the BOJA, which is the channel that provides legal effectiveness and publicity to changes in the management and participation bodies of the Andalusian public sector.

What the composition of the electoral body implies

The Andalusian Electoral Board acts as the reference instance during the electoral processes held in the community: it orders the constitution of the polling stations, resolves complaints and claims regarding propaganda and scrutiny, and channels appeals against the decisions of the zonal electoral boards. Its composition, therefore, conditions the way in which conflicts arising in each call are resolved.

The appointment of the members is formalized by decree of the Governing Council, such that the renewal published this Monday has regulatory status and takes effect from its insertion in the official bulletin. The full text of Decree 525/2026 appears in issue number 207 of the BOJA, corresponding to Monday, October 26, 2026, within the XLVIII year of publication.

A procedure with immediate effect

Unlike other provisions that require subsequent development, appointment decrees do not need a call for applications or a period for allegations: publication in the BOJA completes their processing, and the designees are invested with their status as members from that moment. The bulletin does not accompany the decree with any annex or explanatory memorandum, but is limited to the one-page operative text.

The relevance of the change is measured by the electoral calendar: any call for elections to the Parliament of Andalusia or popular consultations requires the constitution of the Electoral Board and the activation of its arbitration powers. With the renewal already published, the body is formally constituted with its new members before the next trip to the polls occurs.
