El Consejo de Gobierno amplía las ayudas a pymes al Camping El Escorial

The Governing Council of the Community of Madrid agreed on October 21, 2026, to expand the territorial scope of the emergency aid for small and medium-sized enterprises affected by the forest fires in the Sierra Oeste in order to include Camping El Escorial. The modification is published in the Official Gazette of the Community of Madrid (BOCM) no. 255, dated October 26, 2026, in section I.C) Other Provisions, within the Department of Economy, Finance and Employment, and carries the official reference BOCM-20261026-25. The agreement enters into force the day following its publication, that is, October 27, 2026.

The text modifies the annex of the regulatory rules approved by the Governing Council Agreement of September 2, 2026, which established direct emergency aid through a single payment of 10,000 euros per beneficiary. The stated objective is to quickly address liquidity needs, continuity, or the reactivation of the economic activity of SMEs whose activity was affected by the fires declared during the summer of 2026 in the region.

According to the agreement, the amount may be increased up to 15,000 euros in the case of companies that have been unable to resume their economic activity as of the date of the application submission, as a result of serious damage caused to the establishment.

The Madrid 112 report that prompted the change

The agreement is based on a complementary report from the General Directorate of the Madrid 112 Security and Emergencies Agency, issued on September 29, 2026, referring to the forest fires in July in the region. That report confirms that, “at approximately 8:30 p.m. on July 24,” an evacuation order was issued for Camping El Escorial, located on the M-600 road, km 3.500.

The evacuation was carried out via police patrols and without resorting to the ES-Alert system, according to the same report, due to the proximity of the town of El Escorial and to avoid confusion among the population. The reopening of the area was authorized on July 27, and the relocation process concluded before 8:00 p.m. that day.

The Governing Council considers that the factual requirements are met for the campsite to access the line, as it remained evacuated between 8:30 p.m. on July 24 and 8:00 p.m. on July 27, and in accordance with the report from the Security and Emergencies Agency.

Seventeen municipalities in the annex

Following the modification, the annex identifying the affected municipalities consists of the following entries:

  • Aldea del Fresno
  • Cadalso de los Vidrios
  • Cenicientos
  • Colmenar del Arroyo
  • Chapinería
  • El Escorial (exclusively the hamlet of Peralejo and Camping El Escorial, M-600, km 3.500)
  • Fresnedillas de la Oliva
  • Navalagamella
  • Navas del Rey
  • Pelayos de la Presa
  • Robledo de Chavela
  • Rozas de Puerto Real
  • San Martín de Valdeiglesias
  • Santa María de la Alameda
  • Valdemaqueda
  • Villa del Prado
  • Zarzalejo

The modification is expansive in scope: the change is limited to adding the campsite within the municipality of El Escorial, without removing any of the towns already included in the previous wording.

Processing and enablement

The agreement is adopted in compliance with article 4.5.c).1.º of Law 2/1995, of March 8, on Subsidies of the Community of Madrid, and at the proposal of the Minister of Economy, Finance and Employment, under article 21.z) of Law 1/1983, of December 13, on the Government and Administration of the Community of Madrid. The regional competence in domestic trade and the promotion of economic development is invoked through the Statute of Autonomy, and the organic structure of the department refers to Decree 230/2023, of September 6.

The text incorporates a single additional provision that empowers the heads of the general directorates competent by reason of the sector of activity to issue whatever acts and instructions are necessary for its application. The agreement is signed by the President of the Community of Madrid, Isabel Díaz Ayuso, and by the Minister of Economy, Finance and Employment, Rocío Albert López-Ibor, and the file is listed under number 03/17.249/26.

The expansion clarifies the territorial scope of a line that until now excluded the campsite despite having been evacuated during the emergency, so that its owners may request the aid of 10,000 euros —or 15,000 if they have not resumed activity— from the entry into force of the agreement.
