Por FactBox Admin

The Department of Science, Industry and Employment of the Principality of Asturias has resolved the public call for grants for the modernization of rural trade with two beneficiary SMEs that will receive a total of 146,988.95 euros. The decision is published via Resolution of October 20, 2026 in the Official Gazette of the Principality of Asturias (BOPA) no. 208, of October 27, 2026, within section I, Other Provisions, and carries the identification code 2026-08671.
A budget of 250,000 euros for small businesses
The call is based on the regulatory bases approved by Resolution of November 11, 2025 of the same Department, published in BOPA no. 225, of November 21, 2025, and in the call for 2026 approved by Resolution of April 30, 2026, the extract of which appeared in the BOPA of May 25, 2026. The expenditure is charged to budget item 1404.622C.776.021, titled “Rural Trade Aid Plan,” endowed with 250,000 euros in the 2026 regional budgets.
The Evaluation Commission issued its report on October 9, 2026, with the evaluation of the applications proposed for granting or denial. Of the 250,000 euros planned, 146,988.95 euros are finally awarded, meaning that slightly more than 103,000 euros of the budget remain unassigned. The grants fall under the de minimis regime of Regulation (EU) 2023/2831, which limits the aid received from a Member State to 300,000 euros per company over three years, and the resolution concludes the administrative process.
Two awardees with 90% of the investment subsidized
Annex I lists the two grants, both with 90% coverage of the eligible investment:
- María Ofelia Lucas Lario, file AYUD/2026/82280: eligible investment of 121,908.73 euros and a grant of 90,000.00 euros, an amount that acts as a cap.
- Casa Vallín, S.L., NIF B33358359, file AYUD/2026/83697: eligible investment of 63,321.05 euros and a grant of 56,988.95 euros.
The beneficiaries provided the required documentation, proved to be up to date with tax obligations and with Social Security, and are not debtors to the Treasury of the Principality of Asturias. The total amount granted amounts to 146,988.95 euros.
Seven denials and three withdrawals
Annex II lists seven rejected applications, mostly because the establishment was not registered in the Registry of Entrepreneurs and Commercial Activities (REAC) or because it was not located in a rural center, according to sections 1, 3, 4 and 5 of article 4 of the bases:
- Almacenes Faro, S.L. (file 82489): not registered in the REAC and useful surface area exceeding the maximum.
- María José Fernández Castro (83302) and Víctor Manuel López Pellico (83769): establishment not registered in the REAC.
- Carnicería San Blas de Tapia, C.B. (83402): establishment not located in a rural center.
- Ricardo de la Uz Fernández (83699): not registered in either the REAT or the REAC.
- Hermanas Ana y Vero, C.B. (84493): establishment not registered in the REAC.
- Juan Luis San Martín Rodríguez (84494): establishment outside of a rural center.
Annex III declares three applications withdrawn for failing to comply with the correction requirements of Article 68.1 of Law 39/2015:
- Hermanos Fernández La Caridad, S.A., NIF A33092065 (file 81910).
- Paula González Martínez (83701).
- Juan Luis San Martín Rodríguez (84494), who appears among both the denied and the withdrawn applications.
Justification of investment until November 16
Beneficiary companies must justify the investment made before November 16, 2026, through a justification account using the standardized form of the Electronic Office of the Principality of Asturias, accessible with code AYUD0556T02. Additionally, they are required to display the public funding badge created by the General Directorate of Enterprise and Trade in a prominent place within the establishment, and to incorporate it into the main page of their website if the aid financed e-commerce. The resolution is notified via publication in the BOPA and the grants will be uploaded to the Transparency Portal. An administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Asturias within two months, or optionally a request for reversal within one month.
The resolution is signed in Oviedo, on October 20, 2026, by the Councilor for Science, Industry, and Employment, Borja Sánchez García.
For small businesses in Asturian rural centers, the publication sets the final map for the 2026 call: only two projects receive funds, while 70% of the applications submitted are excluded, in most cases due to registration and location requirements that should be reviewed before the next call.
