El Cogul submits a macro-farm of 2,000 fattening pigs for public consultation
Por FactBox Admin

The City Council of Cogul has submitted for public review the project for the modification of an urban planning license to build a new livestock farm for 2,000 fattening pigs on non-developable land. The announcement is published in edict 8141 of the Official Gazette of the Province of Lleida (BOP) no. 190, dated October 6, 2026, with the official reference BOP-2026_0_190_8141 and signed by the mayor on September 30, 2026. Interested parties have twenty days to submit allegations and claims.
The promoter of the facility is Ms. Laia Miquel Rosell, who has presented the project through her representative, Mr. Sergi Gros Naves. The file is framed within Article 49 of Legislative Decree 1/2010, of August 3, which approves the Revised Text of the Urban Planning Law, modified by Law 3/2012, of February 22, and Article 58 of Decree 64/2014, of May 13, which approves the Regulation on the protection of urban planning legality.
A project for 2,000 head at the Tros Pinyol site
The projected farm is located at the Tros Pinyol site, in polygon 6, plot 140, within the municipal district of Cogul. According to the edict, the property is classified as non-developable land according to the current Municipal Urban Planning Plan (POUM), a factor that conditions the processing of the license.
The published text describes the action as a modification of an urban planning license intended to achieve a production capacity of 2,000 fattening pigs. This is, therefore, an industrial-scale pig farm in a small municipality in the Garrigues region, where intensive livestock farming has generated debate due to odors, slurry management, and the impact on the territory.
Twenty days to submit allegations
The public review period is twenty days starting from the publication of the announcement in the Official Gazette of the Province of Lleida. During this period, any interested person may submit allegations and claims to the city council.
The project is available for review at the municipal secretary’s office, at Plaça La Vila, no. 4, in Cogul, where it can be consulted during public office hours:
- Days: during the twenty-day public review period.
- Hours: from 9:30 to 13:30.
- Location: secretary’s office of the Cogul City Council.
- Procedure: submission of allegations and claims by interested parties.
The edict is electronically signed by the mayor, Romina León Martí, dated September 30, 2026.
Other open files in the municipality
The publication coincides with another urban planning procedure in the same municipality. The same BOP no. 190 includes edict 8138, reference BOP-2026_0_190_8138, which submits for public information the project to implement an olive reception, storage, and extra virgin olive oil packaging industry in polygon 4, plots 68 and 69, promoted by Camp de Cogul, SCCL and represented by Ms. Mariona Clivillé Sisó.
At the county level, the BOP of Lleida already published another file with similar characteristics on August 26, 2026: the public exhibition of a livestock farm for 1,999 fattening pigs in Ribera d’Ondara, promoted by Mr. Joaquim T.R., with file 239/2025 and reference BOP-2026_0_163_7251.
The processing of this type of project on non-urbanizable land requires the city council to open a public participation process before resolving the license, so that the objections presented may influence the final decision.
Impact on the territory
The new porcine farm in Cogul adds to a series of livestock and agri-food files reaching the BOP of Lleida in recent weeks, in a context of growing neighborhood and environmental sensitivity regarding the concentration of farms in the western counties. The process now open is the only formal window for neighbors, entities, and affected administrations to voice their opinion before the city council resolves the urban planning license.
