Por FactBox Admin

The Permanent Commission of the General Council of the Judiciary has appointed the judicial members of the 50 Provincial Electoral Boards, which will intervene in the general election process called for Sunday, November 29, 2026. The agreement was adopted in the session of October 8, 2026, and is published in the Official State Gazette on Friday, October 9, 2026, with the official reference BOE-A-2026-20981. The appointment is based on Article 10.1.a) of Organic Law 5/1985, of June 19, on the General Electoral Regime.
The agreement, signed by the president of the General Council of the Judiciary, Isabel Perelló Doménech, is issued “for the purpose of intervening in the general election process” and covers the boards of A Coruña, Araba/Álava, Albacete, Alicante, Almería, Asturias, Ávila, Badajoz, Baleares, Barcelona, Burgos, Bizkaia, Cáceres, Cádiz, Cantabria, Castellón, Ciudad Real, Córdoba, Cuenca, Gipuzkoa, Girona, Granada, Guadalajara, Huelva, Huesca, Jaén, La Rioja, Las Palmas, León, Lleida, Lugo, Madrid, Málaga, Murcia, Navarra, Ourense, Palencia, Pontevedra, Salamanca, Santa Cruz de Tenerife, Segovia, Sevilla, Soria, Tarragona, Teruel, Toledo, Valencia, Valladolid, Zamora, and Zaragoza.
The judicial members are magistrates drawn by lot from the respective provincial courts. The LOREG assigns to these members, along with the non-judicial members appointed by the Central Electoral Board, the composition of the provincial boards, a body presided over by the most senior magistrate and which ensures the legality of the electoral process in each constituency.
Three titular magistrates per province
The agreement details the list of magistrates drawn by lot for each Provincial Court, with three titular members per district. Among those appointed, by way of example, are:
- Provincial Court of Madrid: Carlos López-Muñiz Criado, Lorenzo Valero Baquedano, and Noemi Mañueco Boto.
- Provincial Court of Barcelona: José Ignacio Vicente Pelegrini, Patricia Martínez Madero, and Joan Francesc Uria Martínez.
- Provincial Court of Sevilla: Juan Jesús García Vélez, Antonio Marco Saavedra, and Antonia Roncero García.
- Provincial Court of Valencia: María Fe Ortega Mifsud, María Pilar Eugenia Cerdan Villalba, and Gonzalo Pérez Fernánez.
- Provincial Court of Zaragoza: Jesús Ignacio Pérez Burred, José Alfonso Tello Abadia, and Eduardo López Causape.
Substitutes for unforeseen circumstances
The agreement also provides for the appointment of alternate members, also by lot and in the order stated, in the event that the primary members cannot hold office due to unforeseen circumstances, following a resignation accepted by the president of the respective electoral board. The list of alternates reproduces the same provincial structure, with three magistrates per court:
- Provincial Court of Madrid: Milagros Aparicio Avendaño, Valentín Javier Sanz Altozano, and María del Rosario Esteban Meilan.
- Provincial Court of Barcelona: Antonio Ramón Recio Cordova, María Dolors Portella Lluch, and Amelia Mateo Marco.
- Provincial Court of Málaga: Miguel Ángel Torres Segura, Juan Rafael Benítez Yebenes, and Enrique Sanjuan Muñoz.
Publication and effects
The agreement is published in section II.A of the Official State Gazette (Boletín Oficial del Estado) no. 251, dated October 9, 2026, under the heading “Authorities and personnel. Appointments, situations and incidents,” starting on page 134429. The resolution bears the official reference BOE-A-2026-20981 and was signed in Madrid on October 8, 2026.
With this appointment, one of the first links in the electoral machinery is covered: the provincial boards are those that resolve inquiries, oversee the constitution of polling stations, and supervise the counts in each constituency. The publication of the names allows parties and citizens to know in advance who will ensure the legality of the process until the election date on November 29.
