El Catllar aprova el Pla Estratègic de Subvencions 2026 amb 142.206 euros

The Plenary of the Catllar City Council has definitively approved the Strategic Grants Plan for the 2026 financial year, the document that organizes and plans all municipal aid in social action, culture, education, and sports. The agreement was provisionally approved in the plenary session of September 10, 2026 and, after the public exhibition period without objections, has become definitive. The full text is published in the Official Gazette of the Province of Tarragona on October 14, 2026, with the reference CVE 2026-09493 and eight pages, signed by the mayor, Alba López Domínguez.

Regulatory framework and scope of the plan

The plan responds to the obligation that article 8.1 of the General Grants Law 38/2003, of November 17, imposes on all city councils wishing to grant subsidies. The regulatory deployment corresponds to Royal Decree 887/2006, of July 21, which establishes the content of strategic plans.

The articles are organized into seven chapters and twelve articles. The grants are aimed at individuals or private entities to promote activities of public utility or social interest, and the plan does not generate any acquired right for potential beneficiaries.

  • Covered subjects: social action, culture, education, and sports.
  • Modalities: competitive bidding and direct nominative granting.
  • Validity: 2026 financial year.
  • Total foreseeable cost: 142,206.96 euros.

Social action and culture

In social action, aid is channeled through the department of welfare and family and is aimed at non-profit entities and associations based in the municipality. The plan provides for 15,500 euros under a competitive bidding regime and 16,500 euros in direct grants.

  • Charitable and assistance care: 500 euros.
  • Social fund for families and food aid: 8,000 euros.
  • Rent aid: 1,000 euros.
  • Social emergencies: 1,000 euros.
  • Telecare aid: 2,000 euros.
  • Grants to other social entities: 1,000 euros.
  • Other environmental entities: 1,000 euros.
  • Grants to NGOs: 1,000 euros.

Direct grants in this area include the Women’s Group (4,500 euros), Bigotiscat (2,000), Tarraco Pinscher rater and bodegueros for adoption (2,000), the street lighting of Sant Roc (6,000), and the La Sínia environmental association (2,000).

In culture, the plan allocates 27,206.96 euros to promote the programs of local cultural associations. The nominative grants are for the San Nicasi Choir (1,700 euros), the Devils’ Group (13,306.96), the Grallers, timbalers and geganters Group (4,000), the Castell del Catllar Foundation (6,200), and the La Gaianada Association (2,000). Through competitive bidding, 2,000 euros are reserved for the photography contest and 500 euros for other cultural entities.

Education and sports

Education receives 19,000 euros: 10,000 for primary school books, 7,000 for secondary school, and 2,000 for the Parents’ Association. The objectives are to promote musical activities, language study, and support for the educational expenses of the young and elderly population.

Sports is the area with the highest allocation, 64,000 euros, intended to promote federated sports and sporting events in the municipality.

  • CE El Catllar: 40,000 euros.
  • CFS Atlètic Catllar: 15,000 euros.
  • Club Tennis el Catllar: 6,000 euros.
  • Grants for individual athletes: 3,000 euros.

Control and evaluation

The councillor of each area will be responsible for monitoring the fulfillment of the plan. During the first quarter of each year, they must present an execution report to the Plenary, and once the term has ended, a report on the degree of fulfillment, the effectiveness and efficiency of the aid, and proposals for improvement.

Against the final approval, interested parties may file a contentious-administrative appeal before the High Court of Justice of Catalonia within two months from the publication of the announcement.

With this plan, El Catllar establishes in advance what entities and residents can apply for and publicizes the amounts reserved for each line of aid, which facilitates the planning of the municipality’s associations and reinforces transparency in local public spending.
