The Governing Council of the Island Council of Tenerife, in an ordinary session held on September 9, 2026, jointly approved the guidelines and the call for the line of in-kind linguistic immersion scholarships for students of Compulsory Secondary Education (ESO) and Baccalaureate, corresponding to the 2027/2028/2029 academic period. The decision is recorded in agreement AC0000028385 and published in the Official Gazette of the Province of Santa Cruz de Tenerife number 111, dated September 16, 2026.
The call, co-financed by the Canary Islands Development Fund (FDCAN), is processed under a competitive bidding regime and is registered in the National Grants Database with the identifier 928595. Its objective, according to the text, is to “remove the obstacles affecting island citizens in accessing language training,” within the framework of the public system of scholarships and study grants provided for in Law 38/2003, General Law on Subsidies.
Modalities and destinations
The call is structured into two blocks according to the educational level the applicant is pursuing during the 2026/2027 academic year:
- BIL Scholarships – Academic Year (3rd year ESO students): full completion of the 4th year of ESO in Ireland, with accommodation in a host family. 30 places are offered in English, with a maximum amount of €17,770.90.
- BIL Scholarships – Quarter (3rd year ESO students): first quarter of the 4th year of ESO, with a duration of 15 weeks. 60 places are offered in Ireland, 120 in Canada, and 30 in France, with maximum amounts of €8,469.40 (Ireland and France) and €12,181.17 (Canada).
- Dual Scholarships (4th year ESO students): combined in-person and online course to obtain the Baccalaureate degree in the United States or Canada, with a minimum stay of four weeks in the summer. 50 places are offered per destination, with a maximum amount of €11,209.50.
Requirements and amounts
To participate, it is necessary to meet the requirements by the end date of the application submission period:
- Habitual residence in a municipality on the island of Tenerife.
- Family income per person for the 2025 fiscal year not exceeding €20,000.00.
- To be enrolled in a center in Tenerife at the level corresponding to each modality.
- A minimum grade of 7.50 in the average of the final grades of previous ESO courses.
The amount of each in-kind scholarship will be determined by the bidding process for the material management of the programs and will be specified in the final resolution announcement. The funding is distributed across three budget years: €2,516,214.75 in 2027, €1,081,610.75 in 2028, and €280,237.50 in 2029.
Deadline and processing
The application period begins on the first business day following the publication of the guidelines and the summary in the official bulletin, and ends on October 13, 2026. Processing will be exclusively electronic through the Cabildo’s electronic office, where the regulatory guidelines and standardized application forms can also be consulted.
The competent body for resolution is the Insular Councilor for Employment, Education, and Youth, Efraín Medina Hernández, with a maximum resolution period of six months from the publication of the summary. Each person may only obtain one scholarship from the provided modalities, and those granted are incompatible with similar scholarships from other entities intended for the same purpose.
Impact
The call opens the possibility for families from Tenerife to finance educational stays abroad for students in ESO (Compulsory Secondary Education) and Bachillerato, covering travel, accommodation, maintenance, tuition, and insurance. With nearly 340 places offered and a multi-year budget exceeding 3.8 million euros, this line reinforces the Cabildo’s commitment to language training as a means for equal opportunities in access to education.
