The Cabildo calls for 90,000 euros for municipal library funds

The Official Gazette of the Province of Santa Cruz de Tenerife, in issue number 110 on Monday, September 14, 2026, publishes the summary of the call for grants for the provision of bibliographic and audiovisual funds for municipal public libraries 2026, with official reference 1871690. The call, funded with 90,000 euros, opens a period of twenty calendar days for municipalities to submit their applications.

The measure was approved by the Insular Government Council through Agreement AC0000028364, dated September 2, 2026, following the modification of the Strategic Grant Plan. The general bases and the call were published in full in BOP number 108, dated September 9, 2026, and the summary now being disseminated complies with the provisions of articles 17.3.b and 20.8.a of the General Grants Law 38/2003, of November 17. Beneficiaries and requirements

Beneficiaries may include the city councils of the island of Tenerife and their institutional public sector (local autonomous bodies and public business entities), provided that the municipal public library meets the following requirements:

  • Be municipally owned.
  • Have a minimum public opening schedule of 15 hours per week.
  • Belong to the Canary Islands Library Network (BICA).

The purpose is to provide library centers with an updated and renewed offer of collections, guaranteeing quality in the provision of the public service. Funds destined for library extension services and those acquired for any other municipal service or department are expressly excluded.

Object and conditions of acquisition

The grants finance the acquisition of bibliographic and audiovisual material for the municipality’s public library, under specific conditions:

  • It must include new publications and a selection of narrative, poetry, or essays, with at least 10% of titles by Canarian authors, of Canarian themes, or from Canarian publishers.
  • A maximum of 3 copies of the same title may be acquired, for both books and audiovisual funds.
  • Reference collections, serial publications, slides, microforms, maps, software, or exam preparation materials are not subsidized.
  • The funds must be destined for free access in rooms open to users.

The acquired funds must be incorporated into the absysNET platform of the BICA Network once received by each beneficiary municipality.

Amount, distribution, and applications

The total credit amounts to 90,000 euros, charged to the budgetary application 26.0801.3321.46240 of the budget of the Cabildo Insular de Tenerife for 2026. The distribution is determined based on the number of inhabitants of each requesting municipality according to the official population figures as of January 1, 2026, published by the Instituto Canario de Estadística, assigning points by population brackets ranging from 1 point (fewer than 4,000 inhabitants) to 8 points (more than 100,000 inhabitants).

Applications shall be submitted exclusively through the Cabildo’s electronic office at https://sede.tenerife.es, under the procedure “Subsidies for the acquisition of bibliographic funds for municipal public libraries 2026”, within a period of twenty calendar days from the publication of the extract. The justification of the subsidy must be completed before June 30, 2027, and the grants are compatible with other subsidies for the same purpose from other administrations or public or private entities.

The announcement, signed in Santa Cruz de Tenerife on September 10, 2026, by the island counselor for Culture, Museums, and Sports, José Carlos Acha Domínguez, represents a direct boost to the island’s network of public libraries, which will benefit all municipalities of Tenerife and guarantee updated and accessible collections for the citizenry.
