The Cabildo approves Disa's energy project in Granadilla

The Plenary of the Insular Council of Tenerife, in an ordinary session held on July 31, 2026, definitively approved the Project of Insular Interest for the planning and urbanization of the DISA Granadilla plot (PII-DISA), a private initiative promoted by the entity Disa Tenerife, S.L. The agreement is published in the Official Gazette of the Canary Islands number 172, dated August 27, 2026, via announcement 3083, dated August 13.

The project, integrated into the general insular system of the Granadilla Industrial Estate, in the municipality of Granadilla de Abona, aims to provide detailed planning for the plot to immediately execute the urbanization works that will house energy infrastructures of supra-municipal interest. According to the agreement, the goal is to make available strategic land that is “essential” to resolve the urgent need for the implementation of basic infrastructures and key industries for the transition of the insular energy model.

A five-volume instrument

The definitive approval applies to the documentation integrated into the instrument, dated May 2026, structured into five volumes:

Volume I: information document (report and plans).
Volume II: planning document, including urban planning regulations, economic-financial study, and economic sustainability report.
Volume III: environmental documentation, including the Strategic Environmental Study and the Strategic Environmental Statement.
Volume IV: management document, including the land redistribution project and the urban planning agreement.
Volume V: urbanization project, including budget and electrical installation supplements.

Environmental and management constraints

The agreement incorporates the constraints and corrective measures established by the Environmental Evaluation Commission of Tenerife in its agreement of April 22, 2026, which jointly issues the Strategic Environmental Statement and the Environmental Impact Report, concluding that the PII-DISA does not have significant effects on the environment. Key requirements include:

A project for the rescue and replanting of native flora, with attention to Habitat of Community Interest 5330.
An entomological protocol for the protection of the species Pimelia canariensis.
A control program for invasive exotic species, such as Pennisetum setaceum and Nicotiana glauca.
A temporary conservation nursery and a management plan for surplus soil under circular economy criteria.

Deadlines and management system

A maximum period of six months is established for the commencement of the works, and the developer must notify the Granadilla de Abona City Council and the Administrative Service for Strategic Projects of the Cabildo of its start at least ten days in advance. The management system is awarded via abbreviated agreement to Disa Tenerife, S.L., in its capacity as the sole owner of the land, and a technical monitoring commission of six members is created, three from each party. No allegations were presented during the public information process.

The entry into force of the PII-DISA assigns the resulting urban development potential to the land and legitimizes the implementation of the uses and the execution of the planned works and installations, requiring its determinations to be integrated into the affected territorial and urban planning. The publication represents a decisive step toward unlocking strategic land in the south of Tenerife, which is key for the island’s energy transition.
