The City Council of El Burgo de Osma - Ciudad de Osma has definitively approved credit modification no. 7/2026, an extraordinary credit file of 250,000 euros fully financed by liquid treasury surplus. The agreement reserves 80,000 euros for the helipad providing access to the Health Center and 90,000 euros for the archaeological research project in Osma II – Redondal. The announcement is published in the Official Gazette of the Province of Soria no. 116, dated October 7, 2026, page 3421, with the reference BOPSO-116-07102026.
The definitive approval occurs as no objections were filed following the initial approval, agreed upon by the Plenary of the City Council of El Burgo de Osma in the session of September 1, 2026. That agreement was published in the Official Gazette of the Province of Soria no. 105, dated September 9, 2026, page 3079 (BOPSO-105-09092026), with a public exhibition period of fifteen days. The file is processed in accordance with Article 169 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, and Articles 35 to 38 of Royal Decree 500/1990, of April 20.
80,000 euros for the helipad providing access to the Health Center
The most relevant allocation in health terms is the registration in expenditure applications assigned to program 311, economic code 60900, under the name “Helipad access Health Center,” for the amount of 80,000 euros. This is a new investment, as the file is processed as an extraordinary credit, reserved for specific and determined expenses that do not have credit in the expenditure status of the budget and whose delay to subsequent years is not possible.
The item already appeared in the initial approval published in September, then classified under program 331, and remains without variation in amount in the definitive approval.
90,000 euros for archaeological research in Osma II – Redondal
The second singular destination of the file is the “Archaeological research project in Osma II – Redondal,” endowed with 90,000 euros in program 336, economic code 22799. The action links the credit modification with the conservation and study of the municipality’s historical heritage, one of the most valuable complexes in the province.
Credit supplements for personnel and supplies
Along with the two previous registrations, the modification incorporates a block of credit supplements in existing expenditure applications:
- Staff advances (program 920, economic 83000): 15,000 euros.
- Basic remuneration for Works and Services G – IV (program 153, economic 13000): 7,500 euros.
- Basic remuneration for School Maintenance (program 323, economic 13000): 8,000 euros.
- Basic remuneration for office staff (program 920, economic 13000): 13,500 euros.
- Gas supply for schools (program 323, economic 22102): 18,000 euros.
- Gas supply for the heated pool (program 341, economic 22102): 18,000 euros.
Financing with surplus and appeal period
The operation is fully financed from the liquid treasury surplus, through the registration in the income concept 87000 “Treasury Surplus for General Expenses”, for 250,000 euros. The agreement is signed by the mayor, Antonio Pardo Capilla, in El Burgo de Osma on October 1, 2026.
An administrative appeal may be filed against the agreement before the Administrative Chamber of the High Court of Justice of Soria within two months from the publication of the announcement, in accordance with article 171.1 of the Recast Text of the Law Regulating Local Treasuries and article 46 of Law 29/1998, of July 13. The filing of the appeal shall not by itself suspend the effectiveness of the contested act, according to article 171.3.
The file is closed and executable, so that the 250,000 euros of the municipal surplus are directed toward two fronts with a direct impact on the daily lives of the residents: urgent health accessibility through the Health Center helipad and the research of the Osma II – Redondal site, in addition to reinforcing the personnel chapter and the energy supplies for schools and the heated pool.
