El Burgo de Osma announces 500,000 euros in grants to curb offshoring

The City Council of El Burgo de Osma-Ciudad de Osma has published in the Official Gazette of the Province of Soria (no. 108, September 16, 2026) the regulatory bases and the call for Extraordinary Grants for the Local Economic Fabric, approved by the Local Government Board on September 9, 2026. The program, endowed with 500,000 euros, is organized into three grant lines under a competitive bidding process aimed at large companies, SMEs, and freelancers, with the goal of curbing offshoring and the closure of small businesses.

The call is listed in the National Grants Database with the identifier BDNS 928761 and is processed in advance against the 2027 municipal Budget, in accordance with Article 56 of Royal Decree 887/2006. The subsidized activities must be executed, invoiced, and paid within the 2027 fiscal year.

Three lines for three business realities

The program is structured based on the type of beneficiary and the project objective, with an initial allocation distributed among the three lines:

• Line I — Large companies: 150,000 euros, for productive investments conditioned on the maintenance of permanent employment. It requires a minimum investment of 300,000 euros and grants up to 10% of the investment, with a maximum of 75,000 euros per beneficiary.
• Line II — Small and medium-sized enterprises: 150,000 euros, in three modalities (employment maintenance, job creation, and new business creation). Minimum investment of 10,000 euros, grant of 15% up to 10,000 euros plus 500 or 800 euros per position, with a combined cap of 20,000 euros.
• Line III — Freelancers and micro-enterprises: 200,000 euros, with 1,000 euros for the status of freelancer or legal entity and additional grants per employee, up to a maximum of 4,000 euros per beneficiary.

Objective criteria and evaluation

The granting process is handled under a competitive bidding system with objective, automatic, and quantifiable criteria, without value judgments. The evaluation is organized by scales of up to 100 points per line, prioritizing the maintenance of staff, the creation of permanent employment and, in the case of freelancers, local proximity commerce.

• In Line I, maintaining 95% of the staff grants 100 points; between 94% and 80%, 30 points.
• In Line II, employment maintenance adds 80 points and the creation of permanent employment, 5 points per position.
• In Line III, proximity commerce adds 40 points and employment up to 60 points.

The resolution is the responsibility of the Mayor’s Office upon the proposal of the Evaluation Commission, with a maximum period of six months. Payment is made in two installments: an advance of 50% in the month following notification and the remaining 50% after full justification.

Deadlines and submission

Applications may be submitted for one month starting from the day following the publication of the call in the BOP, mandatory via the City Council’s Electronic Office (burgodeosma.sedelectronica.es). Beneficiaries must maintain the activity and employment until November 30, 2027, and submit the justification between December 1 and December 7, 2027.

The grants are governed by Law 38/2003, General Law on Subsidies, and are considered de minimis aid in accordance with Regulation (EU) 2023/2831, with a limit of 300,000 euros per single enterprise over three years. Lines I and II are incompatible with grants from the Junta de Castilla y León that finance the same investment in the same fiscal year.

With this call, the City Council of El Burgo de Osma-Ciudad de Osma is committed to sustaining a local productive fabric that prevents job destruction and the loss of businesses in the rural environment. The allocation of half a million euros, distributed among large companies, SMEs, and freelancers, makes this initiative one of the most relevant municipal commitments of the fiscal year for economic stability and the continuity of business activity in the municipality.
