El Burgo de Osma increases credits by 250,000 euros

The City Council of El Burgo de Osma - Ciudad de Osma has initially approved, in a Plenary session held on September 1, 2026, credit modification no. 7/2026, which increases the municipal budget by 250,000 euros. The agreement, adopted as an extraordinary credit, is fully financed by the liquid treasury surplus and is published in the Official Gazette of the Province of Soria number 105, dated September 9, 2026.

The processing is based on article 177 of the Law Regulating Local Treasuries (Royal Legislative Decree 2/2004) and articles 35 to 38 of Royal Decree 500/1990, which regulate the modification of credits. The file is substantiated by compliance with the requirements of article 37.2, sections a) and b), of said regulation: the specific and determined nature of the expenditure, the impossibility of delaying it to subsequent financial years, and the non-existence of credit allocated for that purpose in the budget expenditure status.

Destination of the new credits

The main part of the expansion is concentrated on two new actions, which are incorporated as new entries in expenditure applications:

Helipad access to Health Center (program 331, economic 60900): 80,000 euros.
Archaeological research project in Osma II – Redondal (program 336, economic 22799): 90,000 euros.

Credit supplements

Along with the new entries, the modification includes supplements in six existing expenditure applications, for a total of 80,000 euros:

Staff advances (program 920): 15,000 euros.
Basic remuneration Works and Services G-IV (program 153): 7,500 euros.
Basic remuneration School Maintenance (program 323): 8,000 euros.
Basic remuneration office staff (program 920): 13,500 euros.
Gas supply for schools (program 323): 18,000 euros.
Gas supply for heated pool (program 341): 18,000 euros.

Financing and public exhibition process

The operation is fully financed by income concept 87000, Treasury Surplus for General Expenses, for an amount of 250,000 euros, without resorting to debt. The file shall be open for public inspection for fifteen days via the announcement in the provincial gazette, during which time interested parties may examine it and submit claims to the Plenary. If no objections are presented, the modification will be considered definitively approved; otherwise, the Plenary will have one month to resolve them. The announcement is signed by the mayor, Antonio Pardo Capilla, dated September 2, 2026.

The expansion allows the municipality to address two needs of a different nature: the improvement of healthcare accessibility through access to the Health Center’s helipad and the launch of archaeological research at the Osma II site, alongside the reinforcement of current expenditure items such as salaries and energy supplies. Since it is financed by treasury surplus, the operation does not increase municipal debt, which reinforces the financial sustainability of the city council.
