The BOR corrects the social services agreement with several Riojan city councils

The Official Gazette of La Rioja publishes this Wednesday, September 23, 2026, the correction of an error in the announcement of the agreement between the Government of La Rioja and several city councils for the joint financing of programs and investments for the First-level Basic Network of the Social Services System. The rectification appears in issue number 183, section III (Other provisions and acts), page 16268, with reference 202609180124584 and secure verification code BOR-A-20260923-III–3617.

The original announcement was published in the Official Gazette of La Rioja number 180, dated September 18, 2026, page 16124, with reference 202609150124495 (III.3557), in compliance with Resolution 1365/2026, from the Technical General Secretariat of the Ministry of Finance, Public Governance, Digital Society and Government Spokesperson, issued under article 10 of Decree 13/2017, of April 12, which regulates the Electronic Registry of Agreements of the Autonomous Community of La Rioja. The resolution, signed in Logroño on August 27, 2026, by Begoña Sáinz Martínez, Head of the Government Secretariat and Parliamentary Relations Service, ordered the publication of the summary of the agreement signed by the Ministry of Health and Social Policies, led by María Martín Díez de Baldeón, with the city councils and also with several associations of municipalities (mancomunidades).

What the rectification corrects

Having noted the error, the correction reproduces the two versions of the financial obligations table. The only difference between the “where it says” and the “it should say” is the removal of the row corresponding to the City Council of Haro, which listed Guadalupe Fernández Prado as mayor, a signing date of 03/09/2026, and a contribution from the Government of La Rioja of 130,537.29 euros. The corrected table is reduced to nine municipalities.

The nine remaining contributions total 10,694,441.10 euros; including the Haro row, the total initially published amounted to 10,824,978.39 euros.

Purpose and validity of the agreement

The purpose of the agreement is the provision of first-level social services, guaranteeing their delivery through participation in the joint financing of programs in the areas of personal coexistence and social integration. Priority is given to the financing of programs related to the services and benefits included in the First-Level Portfolio of the Riojan Public Social Services System, as well as the urgent care of situations of lack of protection.

Collaboration is also possible to finance equipment and other investments in locally-owned facilities that enable the implementation of such programs. The term of validity extends from January 1, 2026, to December 31, 2027, and the agreements were registered under registration numbers 2026/0575 to 2026/0594.

The correction directly affects the signatory municipalities and the users of the Basic Social Services Network, who will see an adjustment in the list of city councils with recognized regional contributions. With the removal of the Haro row from the corrected table, the municipality is excluded from the list of financial obligations that the Bulletin deems valid, such that any contribution in its favor must be based on another instrument or a new official publication.
