El BOR abre a información pública el soterramiento eléctrico de Lardero

The Official Gazette of La Rioja publishes this Tuesday, November 3, 2026, the announcement by which the request for prior administrative authorization, administrative construction authorization, and declaration of public utility for the undergrounding variant of the high-voltage lines Logroño-Sur I and Logroño-Sur II in Lardero is submitted for public information. The installation, promoted by I-DE Redes Eléctricas Inteligentes, S.A.U. (A95075578), consists of a 66 kV double-circuit underground line with a length of 769 meters. The process opens a period of thirty business days to submit allegations and implies the necessity of occupying the affected properties.

The file, identified as AT/1562219, is being processed in the General Directorate of Enterprise, Energy and Internationalization of the Ministry of Economy, Innovation, Enterprise and Self-Employment of the Government of La Rioja, and the announcement appears in section V (Announcements) of issue number 212 of the gazette, on pages 18703 to 18705. The document was signed in Logroño on October 15, 2026, by the general director, Amadeo Lázaro Fernández, and has the secure verification code BOR-A-20261103-V–535.

The processing complies with the provisions of articles 53, 54, 55 and following of Law 24/2013, of December 26, on the Electricity Sector, and articles 125, 140, 144 and following of Royal Decree 1955/2000, of December 1, which regulates the activities of transmission, distribution, marketing, supply, and the authorization procedures for electrical energy installations. The declared purpose of the installation is electrical distribution.

A 769-meter route between supports 20 and 24

The new double-circuit underground line starts at a new support 23 and ends at the existing manhole A of the current 66 kV overhead line. The 769 meters in length include the overhead-underground transition, 12 meters at each end, at support number 23, and the route uses conductor HEPRZ1 36/66 kV 3x(1x630) mm² K Al+H155.

The execution has been divided into two phases:

  • The first comprises the new conduits from the base of the new support 23 to the new installation manhole 1, the expansion of the existing manhole A and manhole 2, as well as the laying of the underground conductor and the splice with the current line, which will be carried out once it is de-energized.
  • The second consists of the insertion of the new support 23 and the connection of the underground line, after which the lattice supports numbered 20, 103, 22, and 23 will be dismantled.
  • The 66 kV double-circuit overhead section between the new support 23 and support 20, measuring 624 meters and with conductor 147-AL1/34-ST1A (LA-180), will also be removed.
  • Two overhead-underground transitions will be installed at the new support 23, and the span between support 24 and the new support 23 will be retensioned.

Two affected estates and urgent occupation easement

The declaration of public utility will implicitly carry the need for the occupation of assets or the acquisition of the affected rights and will imply their urgent occupation. Therefore, the petitioning company requests the imposition of an easement and the urgent occupation of the properties listed in Annex I, which distinguishes between the impact of the overhead line and that of the underground line, both within the municipality of Lardero:

  • Estate 4985915WM4948N0001HT, of an urban nature, unbuilt land, owned by Villa Patro S.A., affected by several manholes: two of type A3 with 10 m² of occupation, five of type A1 with 8 m², and three of type A2 with 5 m².
  • Estate 5286921WM4958N0001WO, of a cultural nature, owned by the Government of La Rioja, with 479 meters of trench length and 1.5 meters of width for the underground line, and 62.41 m² of occupation for support 23 on the overhead line.

The limitations derived from the easement include the prohibition of constructing buildings and industrial installations, whether permanent or provisional, within the flight easement and in the strip defined by the trench, as well as the prohibition of planting trees that could compromise the regulatory safety distance. The list of owners is published without prejudice to any third party with a better right, who must prove their title and appear in the proceedings.

Thirty business days to file objections

The project may be examined at the General Directorate of Enterprise, Energy and Internationalization, through the Industry, Trade and Energy Transition Service, at Marqués de la Ensenada, 13-15, Logroño, and in electronic format on the Government of La Rioja website, in the public information section for energy files. Claims must be filed within thirty business days starting from the day following the publication of the announcement, referencing file AT/1562219.

The act shall be notified to the petitioner and to the holders of the affected assets and rights, and shall be published in the Official Gazette of La Rioja, on the notice board of the municipality where the assets to be expropriated are located, and in the provincial newspaper with the highest circulation, in accordance with Organic Law 3/2018, of December 5, on the Protection of Personal Data and guarantee of digital rights.

The public information period is the final step before the Department resolves on a project that will modify the electrical landscape of the southern surroundings of Logroño and Lardero: neighbors and owners of the indicated estates have barely a month and a half to file objections, while the processing enables the urgent occupation of the lands affected by the new underground layout.
