El Bono Alquiler Joven 2022 agota su crédito con dos nuevas ayudas

The Regional Ministry of Territorial Planning, Urbanism, Housing and Citizen Rights of the Principality of Asturias has resolved a new batch of the public call for the 2022 Youth Rent Voucher, with two grants for a total amount of 8,918.34 euros and the denial of the remaining applications due to the exhaustion of the budget credit. The resolution, signed on October 5, 2026, by the Director General of Housing, is published in the Official Gazette of the Principality of Asturias (BOPA) no. 203, of October 20, 2026, with reference Code 2026-08320.

The framework: 6.6 million euros from the State

The aid is governed by Royal Decree 42/2022, of January 18, which regulates the Youth Rent Voucher and the State Plan for Access to Housing 2022-2025 (BOE no. 16, of January 19, 2022). The territorial distribution approved by the Council of Ministers on March 1, 2022, and ratified in the Sectoral Conference on Housing and Land on March 9, allocated 6,600,000 euros to Asturias for the 2022 financial year.

The call was structured through the Resolution of June 21, 2022, from the then Regional Ministry of Social Rights and Welfare (BOPA no. 128, of July 5, 2022), with a multi-year commitment distributed as follows:

  • 2022: 1,200,000 euros
  • 2023: 2,000,000 euros
  • 2024: 2,000,000 euros
  • 2025: 1,000,000 euros
  • 2026: 400,000 euros

In August 2023, the credit was increased by 4,500,000 euros through the Resolution of July 21, 2023, raising the total amount of the call to 11,100,000 euros. Since the first resolution, dated November 28, 2022, twelve successive batches of grants, denials, and withdrawals have already been published.

Four files assessed and two grants awarded

On this occasion, only four applications were assessed: two favorable and two denied for failure to meet the requirements of the call. The recognized grants are:

  • File AYUD/2025/5106: 6,000.00 euros, with a subsidizable period from December 1, 2022, to November 30, 2024.
  • File AYUD/2025/7213: 2,918.34 euros, with a period from January 1, 2022, to December 31, 2023.

Both are paid in full as a first payment, charged to the budget application 13.04.431A.785.003 of the General Budgets of the Principality of Asturias for 2026. The two rejected applications, AYUD/2025/5416 and AYUD/2025/5107, fail to comply with the fourth clause and the sixth clause, respectively.

The credit was exhausted on December 19, 2022

Annex III of the resolution, which spans 33 of the 35 pages of the bulletin, lists the applications denied due to the exhaustion of funds, all of them under the twelfth clause, section 3, of the call for applications. The text specifies the exact moment of closure: on December 19, 2022, at 09:55:03 hours, the last successful applicant entered the registry of the General Directorate of Housing.

The remaining credit at that moment was insufficient even to cover all the monthly payments of that final application, which was granted partially for the maximum imputable amount. Since then, subsequent requests lack the right to a subsidy as long as there is no budgetary availability.

Justification deadlines and appeal channels

Beneficiaries have one month from the publication of the resolution to provide proof of rent payment, a period counted from the end of the eligible period if it has not yet concluded. They are also obliged to communicate any modification of the conditions that served as the basis for the recognition of the aid.

An administrative-law appeal may be filed against the resolution before the Administrative Chamber of the High Court of Justice of Asturias within two months, or an optional appeal for reversal before the regional ministry within one month, provided they are not filed simultaneously.

The closure of this round confirms that the 2022 Youth Rent Voucher is definitively without financial margin: new applications that continue to be submitted cannot be processed, and young tenants who were left out of the distribution must wait for the 2026 call, endowed with another 6,600,000 euros and already in processing with its own resolutions.
