The BOE publishes the proclaimed candidacies for the Congress and the Senate
Por FactBox Admin

The provincial electoral boards have proclaimed the candidacies that will compete in the elections for the Congress of Deputies and the Senate on November 29, convened by Royal Decree 806/2026, of October 5. The Official State Gazette number 273, of November 3, 2026, publishes these lists in full in its section III, under the heading Provincial Electoral Boards, with the official reference BOE-A-2026-23103. The publication opens the formal period that will lead to the electoral campaign and the voting.
The proclamation is based on article 47.5, in relation to article 169.4, of the Organic Law 5/1985, of June 19, on the General Electoral Regime, and each board expressly orders its publication in the “Official State Gazette.” The agreements are dated November 2, 2026, and bear the signatures of the presidents of each body, including Inmaculada Abellan Tárraga (Albacete), Alejandra Dodero Martínez (Almería), Miguel-Álvaro Artola Fernández (Illes Balears), Joan Francesc Uría Martínez (Barcelona), Carlos López-Muñiz Criado (Madrid), Lourdes García Ortíz (Málaga), and Jesús Ignacio Pérez Burred (Zaragoza).
The regulation that sets the calendar is Royal Decree 806/2026, of October 5, published in the Official State Gazette number 248, of October 6, 2026 (BOE-A-2026-20742), which dissolved the Chambers elected on July 23, 2023, and convened the elections for Sunday, November 29. The text establishes a fifteen-day campaign, from 00:00 hours on Friday, November 13, until 24:00 hours on Friday, November 27, and the constitutive meeting of the new Chambers on December 23. The immediate precedent is the publication of the submitted candidacies on October 28, in number 267 (BOE-A-2026-22607).
Fourteen parties in the running in the Madrid constituency
The Provincial Electoral Board of Madrid proclaimed candidacies from PSOE, PP, VOX, Podemos, Se Acabó la Fiesta, Frente Obrero, Falange Española de las J.O.N.S., Partido Comunista de los Trabajadores de España, Partido Humanista, Democracia para el Siglo 21, Iustitia Europa, Por un Mundo Más Justo, Partido Animalista con el Medio Ambiente, and Frente Amplio. The lead candidates for the Congress are:
- Pedro Sánchez Pérez-Castejón (PSOE), followed by María Margarita Robles Fernández and Félix Bolaños García.
- Alberto Núñez Feijóo (PP), with Cayetana Álvarez de Toledo Peralta Ramos and Borja Sémper Pascual.
- Santiago Abascal Conde (VOX), with Montserrat Lluís Serret and Juan Sergio Redondo Pacheco.
- Irene Montero Gil (Podemos), with Jacinto Morano González and Dina Bousselham Boulaich.
- Luis Alvise Pérez Fernández (Se Acabó la Fiesta), with Rocío García Romero and Luis de las Heras Vives.
- Roberto Vaquero Arribas (Frente Obrero) and Emilio Delgado Orgaz (Frente Amplio).
Barcelona, Málaga, and the Balearic Islands
In Barcelona, the PSC-PSOE list is headed by Jordi Hereu Boher, followed by Eva Granados Galiano and José Zaragoza Alonso. For Junts per Catalunya, Míriam Nogueras i Camero and Josep Pagès i Massó appear, while Esquerra Republicana de Catalunya presents Gabriel Rufián Romero and Mireia Ingla Mas. In Málaga, the PSOE places José Bernal Gutiérrez at the front and Adelante Andalucía places Ana María Jiménez Navarro. In the Balearic Islands, the PSIB-PSOE includes Francesca Lluch Armengol Socias and Marc Isaac Pons Pons, and the PP includes José Vicente Marí Bosó; the Senate is organized by island constituencies, from Mallorca to Formentera.
Seats per constituency and Senate rules
Royal Decree 806/2026 establishes the distribution of deputies in its annex: Madrid elects 38, Barcelona 32, Alicante and Málaga 12 and 11 respectively, while Ávila, Cuenca, and Guadalajara have three each. For the Senate, each provincial constituency elects four senators; Gran Canaria, Mallorca, and Tenerife elect three; and Ibiza, Formentera, Menorca, Fuerteventura, La Gomera, El Hierro, Lanzarote, and La Palma elect one. Ceuta and Melilla designate two senators each.
Absences and formal extremes
The publication is not an automatic reflection of the candidacies submitted: several organizations appear as “Not proclaimed” in some constituencies, such as Falange Española de las J.O.N.S. in Alicante, Partido Animalista con el Medio Ambiente in the Balearic Islands, and Escaños en Blanco para Dejar Escaños Vacíos in Ceuta and Melilla. The list occupies pages 147464 to 147688 of section III and includes, alongside the titular candidates, the substitutes for each candidacy, for both the Congress and the Senate.
The proclamation closes the phase of presentation and verification of lists and leaves the electoral board defined for the elections on November 29: from now on, the parties already know their rivals in each constituency and voters can consult the official text to see who heads each ballot, a decisive factor in small provinces, where seats are decided by narrow margins.
