El Bierzo somete a exposición pública la Cuenta General del ejercicio 2019

The Bierzo Regional Council has opened the public exhibition period for the General Account corresponding to the 2019 financial year, seven years after the close of that accounting year. The measure was adopted following the favorable report of the Special Accounts Commission in a session held on October 21, 2026, and was formalized through an announcement published in the Official Gazette of the Province of León no. 203, on Monday, October 26, 2026, with official reference BOP-LE-2026-203013.

The announcement, signed in Ponferrada on October 21, 2026, by the president of the regional institution, Olegario Ramón Fernández, is based on article 212.3 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries. This regulation requires the account to be submitted for public information before its final approval, so that any person may examine the accounting statements and formulate objections.

The procedure affects the consolidated accounting of the regional public sector, not only that of the Council itself, and arrives with a delay of seven financial years relative to the year to which the documentation refers. The published text does not detail the amount of the accounting statements nor the causes of the delay, which must be learned through the exhibited documentation.

Fifteen days to present objections

The public exhibition extends for a period of fifteen days, during which interested parties may present the claims, objections, or observations they deem appropriate. The wording of the announcement does not set a start date other than that of publication; therefore, the count is ordered according to the applicable administrative procedure regulations.

The documentation will be available to interested parties in section 3 (Economic) of the transparency portal of the electronic headquarters of the Bierzo Regional Council, accessible via the address portal.ccbierzo.com. The publication in the provincial gazette and the availability at the electronic headquarters are the two provided channels for public access.

Four entities in a single account

The General Account for the 2019 financial year integrates the statements and annual accounts of the entities that make up the accounting perimeter of the regional body:

  • Bierzo Regional Council, as the parent entity.
  • Tourism Board of the Bierzo Region.
  • Ponfeblino Tourist Train Consortium.
  • Consortium of the Ancares Leoneses Biosphere Reserve.

The consolidation of these four units into a single document allows for a joint reading of regional spending, including that of the bodies that manage tourism, the historic train, and the biosphere reserve.

Expenditure control and transparency

The preliminary report from the Special Accounts Commission, issued on October 21, 2026, is the step that enables the opening of the public information process. This is the internal control body that examines the accounts before the Plenary submits them for final approval.

The publication in the Official Gazette of the Province of León, number 203 and dated October 26, 2026, provides formal record of the procedure and allows the authenticity of the announcement to be verified via the secure verification code BOP-LE-2026-203013 on the provincial website.

The relevance of the announcement for the readers of the region lies in the calendar: the 2019 accountability report reaches the public exhibition stage in the autumn of 2026, meaning that the control of regional spending for that fiscal year is exercised with a seven-year gap. The fifteen-day period is the only open window for residents, collectives, and political groups to review the consolidated accounts of the Council, the Tourism Board, and the two consortia before their final approval.
