El Bierzo extends the deadline for justifying neighborhood grants until November

The Bierzo Regional Council has extended the deadline for the execution and justification of grants from the 2024-2025 Neighborhood Councils Plan that were reformulated for a reduced amount until November 17, 2026. The agreement was adopted by the Governing Board of the Bierzo Regional Council in an ordinary session on September 25, 2026, and is published in the Official Gazette of the Province of León, number 185, dated September 28, 2026, with reference BOP-LE-2026-185016.

The measure is part of file number 2024/434 and modifies the thirteenth clause, points 1 and 2, of the regional plan’s regulatory bases. The text specifies that the affected applications are those that underwent the reformulation process after the amount of the requested grant was reduced, a procedure whose call was established in the modification of the bases approved by the Local Governing Board on May 22, 2026, and published in the BOP number 136, dated July 21, 2026.

The announcement appears in the Regions section of the provincial gazette, under the heading of the Bierzo Regional Council, and bears the signature of the institution’s president, Olegario Ramón Fernández, in Ponferrada, on September 25, 2026.

An extension limited to reformulated applications

The extension does not apply to all beneficiary neighborhood councils, but only to those that saw the granted amount reduced and had to reformulate their request. For the remaining files, the original schedules remain in place.

• General deadline for the completion and execution of the action: until October 3, 2026.
• General deadline for the justification of the investment: until October 17, 2026.
• Deadline for applications reformulated for a reduced amount: until November 17, 2026, for both execution and justification.

Obligations of the beneficiary councils

The agreement reminds councils that, before executing the actions, they must notify the SAM technical service of the start date using Annex II, so that the mandatory prior visit can be carried out, and collect the sign from the Council offices.

The justification shall be submitted via a justification account (Annex III) and shall include:

• A certificate from the secretary stating the recognized obligations, invoice number, date of issue, NIF and name of the creditor, concept, approval date, and amount.
• Proof of dissemination measures, including a photograph of the sign placed in a clearly visible location near the point of execution.
• Proof of expenditure (invoices).
• Certificate of ownership of the bank account of the minor local entity where the grant will be deposited.
• Photographs of the actions carried out, at least one “before” and one “after,” clearly showing the object of the investment.

If the documentation does not meet all the requirements, the Municipal Assistance Service will require the interested board to remedy the deficiency or provide the mandatory documents within 10 days, with the warning that, failure to do so, the request will be considered withdrawn.

Appeals against the agreement

The agreement is final in administrative proceedings and may be challenged through two channels:

• Optional appeal for reversal, within one month, before the Plenary of the Provincial Council, in accordance with clause 9 of the Agreement for the delegation of competencies of the Provincial Council of León in the Comarca del Bierzo, dated June 2, 1994.
• Direct contentious-administrative appeal, within two months from the day following notification, before the Contentious-Administrative Court of León.

The extension provides leeway for the neighborhood boards of Bierzo whose projects were cut to execute the works and complete the justification without losing the subsidy, a process that requires invoices, bank certificates, and photographic evidence of the before and after of each action.
