The BCRA summons companies and individuals to summary proceedings for foreign exchange infractions.

The Central Bank of the Argentine Republic (BCRA) summoned and required two natural persons and two firms to appear in summary proceedings for alleged foreign exchange violations, under warning that they will be declared in default. The summonses, issued by the Foreign Exchange Litigation Department, were published in the Official Gazette of the Argentine Republic of August 12, 2026.

The proceedings are conducted in accordance with Section 8 of the Foreign Exchange Criminal Regime Law No. 19,359, as ordered by Decree No. 480/95, which authorizes the BCRA to conduct summary proceedings and to summon alleged responsible parties to appear. In both cases, those summoned have 10 banking business days to appear before the Department, and they are reminded of the existence of free legal services, including the public defenders’ offices and the Mobile Legal Unit of the Public Defender’s Office.

Two summary proceedings in progress at the Foreign Exchange Litigation Department

In File No. EX2024-00053081-GDEBCRA-GSENF#BCRA, corresponding to Summary Proceedings No. 8534, the BCRA notifies the summons to:

  • José Agustín Herrera (ID No. 17,205,790)
  • the legal representative of Centenera Agencia de Cambio y Turismo, former foreign exchange agency (Tax ID No. 30-68274898-9)

Both must appear at Reconquista 250, 6th floor, office 8601, Capital Federal, after requesting an appointment at gerencia.cambiaria@bcra.gob.ar. The notice is signed by analysts Daniela Cia and Paula Lorena Castro.

Agro Research and Drago, summoned by edict

In turn, Electronic File 725/24 (EX-2024-00000725-GDEBCRA-Gfc#BCRA), processed as Summary Proceedings No. 8626, summons and requires:

  • Agro Research SRL (Tax ID 30-71220558-6)
  • Juan Bautista Drago (ID 13,735,494)

Appearance must be made at Reconquista 266, Reconquista 250 Building, 6th floor, office 8602, Autonomous City of Buenos Aires. The edict bears the signatures of head Mariana Berta Bernetich and analyst Hernán Javier Clark.

Deadlines and effects of default

The summonses are ordered to be published for 5 (five) days in the Official Gazette — the edicts run from August 10 to 14, 2026 — and grant a period of appearance of 10 banking business days. In both summary proceedings, it is expressly warned that failure to appear within the term will result in the declaration of default of those summoned, with the consequent advancement of the sanctioning procedure.

The simultaneous publication of two summonses affecting a former exchange agency and a firm in the agro-export sector confirms the BCRA’s active surveillance of the foreign exchange market. For financial operators, money desks, and companies that trade foreign currency, the news is a clear signal: non-compliance with the regime of Law No. 19,359 may lead to summary proceedings and, in the absence of a response, to the declaration of default of those responsible.
