Baix Penedès publishes the provisional lists for three youth technician positions.

Three positions, two selection processes

The Baix Penedès County Council has published, in two notices appearing in the Official Gazette of the Province of Tarragona of 18 August 2026, the provisional lists of applicants admitted and excluded for three permanent civil servant positions for middle-level youth technician. The two processes, although different in terms of the provision system, respond to the same desire to strengthen youth policies in the county.

The first process, governed by Decree 695/2026 (reference CVE-2026-07861, file 2001/2026), is aimed at filling one vacant position through open competitive examination. The second, covered by Decree 694/2026 (reference CVE-2026-07867, file 2063/2026), fills two positions through competitive examination for internal promotion.

Legal basis and procedural framework

Both calls were approved by the Governing Board of the Council at its ordinary session of 27 May 2026. The specific rules were published in the BOPT on 15 June 2026 (CVE 2026-05320 for the open call; CVE 2026-05307 for the internal promotion call) and in the DOGC No. 9688 of 17 June. The deadline for submitting applications closed on 16 July 2026, in accordance with the General Staff Selection Rules of the corporation.

The three positions are assigned to the special administration scale, technical subscale, middle technical class, subgroup A2. The internal promotion positions have codes RLT 98 and RLT 99 in the job description list, while the open vacancy bears code RLT 20. The body competent for staff management is the president of the Council, under Article 13.1.d of the consolidated text of the County Organisation Act of Catalonia (DL 4/2003).

Applicants admitted and excluded

Open competitive examination (CVE-2026-07861)

The provisional list for the open call includes three admitted applicants and two excluded:

Admitted:

• Judith Aragonés Ribosa (ID …7129)
• Daniel Bartra Urpí (ID …6906)
• Ariadna Rivillas Viejo (ID …2742)

Excluded:

• Carlos Benjamin González (ID …2532): exclusion for five reasons, including failure to pay the examination fee and lack of required documentation.
• Luz Arantza Crespo Dorrego (ID …5052): admission conditional on proof of academic qualification.

Competitive examination for internal promotion (CVE-2026-07867)

In the internal promotion process, the provisional list includes two admitted applicants and none excluded:

• Mireia Carrizo Rodríguez (ID …9172)
• Sílvia Ferré Cañellas (ID …2557)

Both applicants are exempt from the Catalan language test for having accredited the required qualification, and also from the Spanish language test for being of Spanish nationality or having accredited a C2 level or higher.

Assessment panel and schedule

The two boards share a chairwoman and secretary: Susana Mur Vázquez presides and Carme Gutiérrez Martin serves as secretary, both with their respective deputies (Maria Homs Virgili and Evelyn Vargas Ruíz). In the case of the open competition, the regular members are Marta Romera Nicolàs and Sílvia Ferré Cañellas, and a third member —the representative of the Territorial Coordination of Youth of Tarragona— remains pending appointment in the final resolution. In the internal promotion one, the regular members are Claudia Lorente Hernández and Rafael Andreu Bueren.

The deadlines for the tests are:

• Internal promotion: 25 September 2026, at 9:30 a.m.
• Open competitive examination: 18 November 2026, at 9:30 a.m.

In both cases, the tests will be held at the headquarters of the Baix Penedès County Council (Plaça del Centre, 5, El Vendrell). Candidates must appear with the original of their ID card, NIE or Passport and a pen.

Claims and final approval

Candidates have ten days counted from the day after publication in the BOP to submit claims and correct defects. Persons excluded or not appearing on either of the two lists may also correct errors within the same period. If no allegations are submitted, the lists will be finally approved.

Publication in the Official Gazette of the Province of Tarragona replaces individual notification to interested parties, in accordance with article 45.1.b) of Law 39/2015, of 1 October, on the common administrative procedure of public administrations. In addition, the Baix Penedès County Council must report this agreement at the immediate ordinary session of the Plenary of the Corporation.

The launch of these three positions for middle-level youth technician represents a significant reinforcement of youth policies in the Baix Penedès region, a territory with a significant young population requiring specialised public services in information, guidance and support.
