The Badajoz City Council announces a competition for the position of head of urban inspection.

A key position for municipal urban management

The Badajoz City Council has opened a provision procedure to permanently fill the position of Head of the New Construction Control and Information Section, assigned to the Urban Planning Control and Inspection Service. The call, signed by the Mayor-President Mr. Ignacio Gragera Barrera, is published as Announcement 3228/2026 in the Official Bulletin of the Province of Badajoz No. 156, of 17 August 2026, in the Local Administration – City Councils section.

The post, identified with code 960/001 in the Staffing List (RPT) of the municipal civil servants, will be filled through a specific merit-based competition, in accordance with Royal Legislative Decree 5/2015 (Basic Statute of Public Employees), Law 7/1985 regulating the Bases of Local Government, and Law 13/2015 on the Public Service of Extremadura, among other regulatory frameworks.

Requirements and characteristics of the post

The position offered corresponds to classification group A1, level 26, full-time, with the possibility of afternoon reinforcement. The monthly remuneration amounts to 9,861.12 euros in 12 monthly payments or 11,504.64 euros in 14 monthly payments, to which an afternoon reinforcement supplement of 4,369.58 euros per year (12 monthly payments) or 5,097.84 euros (14 monthly payments) may be added.

Deadlines and submission of applications

The deadline for submitting applications will be fifteen working days counted from the day following the publication of the announcement in the Official State Gazette (BOE). Applications must be addressed to the Mayor-President of the Corporation at Plaza de España, 1, 06002 Badajoz, and may be submitted at the General Registry of the City Council or through the means established in Article 16.4 of Law 39/2015 on Common Administrative Procedure.

• Applicants: career civil servants of the Badajoz City Council and its autonomous bodies.
• Permanence requirement: minimum two years in the post from which one competes.
• Obligation to compete: staff provisionally assigned to posts included in this call are obliged to participate.

Assessment system: two phases

As this is a post with provision code CE, the competition is carried out in two phases. The first phase assesses general merits (maximum 10 points): seniority in the City Council (40%), experience related to the post (30%), continuous training (20%), and qualification higher than required (10%). The second phase assesses specific merits (maximum 5 points) through the submission of a report or project related to the post.

The minimum score required to award the position is 0.2 points in general merits and 2.5 points in specific merits. In the event of a tie, greater seniority shall prevail and, if it persists, the greater age of the applicant.

Procedural guarantees

The call includes an Evaluation Committee made up of a chairperson, three civil servant members and representatives of the trade union confederations with representation on the General Negotiating Table, together with a Human Resources secretary with voice but without vote. The composition shall tend towards the criterion of parity.

After the evaluation, the scores will be published on the municipal website so that interested parties may submit allegations within a period of ten business days. The Mayor-President shall resolve the competition within a maximum period of two months from the final proposal, and the resolution shall be published in the BOP of Badajoz.

A decisive position for urban planning inspection

The ownership of this section is especially relevant in a municipality of the importance of Badajoz, since the Section Head of Control and Information for New Construction is responsible for the supervision and regularization of new buildings and urban planning actions. The definitive appointment to this post reinforces the capacity of the city council to guarantee compliance with urban planning regulations and territorial planning in the Extremaduran capital.
