Por FactBox Admin

The High Speed-Pamplona Region Consortium has submitted for public review the urban management agreements that will allow the demolition of buildings located in polygon 4 of Pamplona, an essential step for the progress of the high-speed train project. The announcement is published in the Official Gazette of Navarra number 169, dated August 27, 2026, on page 30730.
The Consortium’s Board of Directors, in a session on June 26, 2026, initially approved respective urban management agreements for the demolition of buildings located on plots 2142, 2143, 2656, and 2679 of polygon 4 of Pamplona. The process is opened so that interested parties may submit allegations before the final approval.
Object and scope of the agreements
The urban management agreements aim to regulate the demolition of existing buildings on the four aforementioned plots, an action necessary to clear the land through which the AVE infrastructure will run as it passes through the Pamplona Region. The measure directly affects the property owners and the residents of the area.

- Planned action: demolition of existing buildings.
- Body granting initial approval: Board of Directors of the High Speed-Pamplona Region Consortium.
- Initial approval date: June 26, 2026.
Period and place of consultation
The agreements are open for public review for twenty business days, counting from the day following the publication of the announcement in the Official Gazette of Navarra. During this period, interested parties may consult the documentation and present any allegations they deem appropriate.
- Place of consultation: General Directorate of Public Works and Infrastructure of the Department of Territorial Cohesion.
- Address: avenida San Ignacio, 3, 1st floor, Pamplona.
- Period: twenty business days from the day following publication.
Signature and processing
The announcement was signed in Pamplona on August 19, 2026, by the president of the Consortium, Oscar Chivite Cornago. With the initial approval and the public review process, the file moves toward the final approval of the agreements, which will clear the land necessary for the execution of the AVE works in the Pamplona Region.
The publication of this announcement represents a relevant administrative milestone for the high-speed train project in Navarra, as the demolition of the buildings in polygon 4 is a prerequisite for the liberation of the land and the start of work on that section. Affected owners and local residents now have a fixed period to learn the details of the agreements and assert their rights before the Consortium makes the final decision.
