The Alcázar reshapes its Executive Commission with the entry of Fernando Mañes
Por FactBox Admin

The president of the Board of Trustees of the Real Alcázar of Seville and City Hall, José Luis Sanz Ruiz, has appointed Fernando Mañes Izquierdo as a member of the monument’s Executive Committee, replacing Minerva Salas López. The decision was adopted through Resolution No. 381, dated October 26, 2026, and was published in the Official Gazette of the Province of Seville (BOP) No. 210, dated October 29, 2026, under the official reference BOP-SE-2026-210028.
The announcement, which occupies pages 180 and 181 of the gazette within the Local Administration section, reproduces the agreement and the resulting composition of the executive body in full. The resolution was signed on October 27 by the managing director, Ana Mª Jáuregui Ramírez, and orders that the agreement be reported to the Governing Council in addition to proceeding with its publication in the BOP.
A substitution supported by the statutes
The resolution is based on Article 13.1.e of the current Statutes of the Board of Trustees of the Real Alcázar and the City Hall, published in BOP No. 11, dated January 15, 2022, which grants the person holding the Presidency the power to appoint members of the Governing Council and the Executive Committee. Article 14 establishes the structure of the body: the Presidency of the Board and three additional members belonging to the Governing Council.
The first provision formalizes the appointment of Mañes Izquierdo as a member instead of Salas López, while the second details the complete list of members following the reorganization, and the third concludes with the mandate to notify the Governing Council and publish the agreement.
The new composition of the executive body
The Executive Committee of the Real Alcázar and the City Hall is composed as follows:
- Presidency: Mr. José Luis Sanz Ruiz.
- Vice Presidency: Mr. Juan Francisco Bueno Navarro, who will be replaced as a member by Mr. Ignacio Manuel Flores Berenguer in the event of assuming the presidency or absence.
- Member: Ms. Ángela María Moreno Ramón, with Ms. Amidea Navarro Rivas as alternate.
- Member: Mr. Fernando Mañes Izquierdo, with Ms. Evelia Rincón Cardoso as alternate.
The text further specifies that the Alcaide (Castellan) is an ex officio member of the Executive Committee, with a voice but no vote, in accordance with Article 14 of the regulating statutes.
Municipal trajectory of the new member
The appointment occurs just one month after the Plenary Council of Seville, in a session on September 17, 2026, appointed Mañes Izquierdo, upon the proposal of the Popular Group, as a full member of the Governing Council of the Seville Tax Agency, also replacing Minerva Salas López, according to the agreement published in BOP No. 185, dated September 23, 2026 (BOP-SE-2026-185013).
In the municipal organizational chart, Juan Francisco Bueno Navarro appears as the substitute for the first deputy mayor, in Resolution No. 685, of October 15, 2026, published in BOP No. 209, of October 28 (BOP-SE-2026-209027). The Executive Commission of the Board is, furthermore, the body that resolved in July 2026 the rules for the photography, poetry, and artistic craft competitions linked to the V Centenary of the Wedding of Charles V and Isabella of Portugal, each endowed with 5,000 euros.
Appeal Deadlines
By ending the administrative route, the resolution opens two alternative paths for challenge:
- An optional appeal for reversal (recurso de reposición) before the president of the Real Alcázar of Seville and the City Hall, within one month from the day following publication, in accordance with articles 123 and 124 of Law 39/2015.
- A contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Seville, within two months, according to article 46 of Law 29/1998.
If the appeal for reversal is chosen, the contentious-administrative appeal cannot be filed until the former is expressly resolved or a presumed dismissal occurs.
Impact
The publication closes the renewal of the body that manages the city’s most visited monumental complex and serves as the seat of the municipal government: the Executive Commission decides on the ordinary management of the Real Alcázar, its cultural calls and its programming, such that the handover directly affects the functioning of the board at the start of the term and the execution of the V Centenary events.
