Por FactBox Admin

The Official Gazette of the Canary Islands publishes this Wednesday, October 28, 2026, the Resolution of October 13, 2026, from the Vice-Ministry of Industry, Trade, and Consumption, which approves the modification of the tariffs for the public water supply service to populations in the municipality of Santa Cruz de Tenerife. The approved increase is 2.2% compared to the tariffs currently in force, and the new amounts will take effect from the day following its publication, that is, starting from October 29, 2026.
The resolution, disseminated in section III (Other Resolutions) of the regional gazette, responds to the request made by the City Council of Santa Cruz de Tenerife, which requested the tariff review with entry into the Ministry of Economy, Industry, Trade, and the Self-Employed on June 4, 2026, under general registration number 1215228/2026. The file was processed according to the procedure of Decree 64/2000, of April 25, modified by Decree 77/2011, of March 24.
A four-month file and three objections
The processing was not straightforward. The Secretariat of the Price Commission of the Canary Islands issued a first objection to the council on June 19, 2026, due to outdated documentation, and a second on September 7, 2026, because the economic study provided actual data from 2024 with forecasts for 2025 and 2026. This latter requirement had suspensive effects on the maximum deadline for resolution.
In the meantime, on July 24, 2026, the City Council submitted the audit report of the annual accounts of EMMASA for the 2025 financial year and the agreed-upon procedures report for the same year, and on September 21, 2026, it completed the required documentation.
Unanimous approval by the Price Commission
The Working Group of the Price Commission of the Canary Islands unanimously approved its report on September 30, 2026, and the Plenary of the Price Commission of the Canary Islands, in a session on October 2, 2026, unanimously agreed among those present to support the modification. All of this was based on the agreement of the Local Government Board of April 13, 2026, which was reported to the Plenary of the Local Corporation on May 29, 2026. The general director of Trade and Consumption submitted the proposal on October 5, and the resolution was signed on October 13, 2026, by the vice-minister Felipe Afonso El Jaber.
The new amounts, in detail
The tariffs are bimonthly and are organized into three main blocks:
- Domestic use, service fee: 18.40 euros for 13 and 15 mm meters (+2.22%); 39.83 euros for 20 mm (+2.21%); 62.24 euros for 25 mm; 89.61 euros for 30 mm; and 159.91 euros for 40 mm and above (+2.20%).
- General domestic use, variable consumption: 0.51 euros/m³ from 1 to 10 m³ (+2.00%); 0.65 euros/m³ from 11 to 20 m³ (+1.56%); 1.64 euros/m³ from 21 to 40 m³ (+2.50%); 2.01 euros/m³ from 41 to 60 m³ (+2.03%); and 2.60 euros/m³ above 60 m³ (+2.36%).
- Large families: 0.51, 0.65, 1.64, and 1.64 euros/m³ in the first four brackets and 1.77 euros/m³ beyond 60 m³ (+2.31%).
- Non-domestic use, service fee: 22.77 euros for 13 and 15 mm; 53.73 euros for 20 mm; 83.96 euros for 25 mm; 120.85 euros for 30 mm; 214.83 euros for 40 mm; and 335.61 euros for 50 mm and above, with increases between 2.20% and 2.21%.
- Non-domestic use, variable consumption: 0.77 euros/m³ from 1 to 10 m³ (+2.67%); 1.26 euros/m³ from 11 to 20 m³ (+2.44%); and 3.15 euros/m³ above 20 m³ (+2.27%).
- City Council and autonomous bodies: 1.93 euros/m³ for all cubic meters (+2.12%).
How to appeal
The resolution concludes the administrative process. An optional appeal for reversal may be filed before the Vice-Ministry of Industry, Trade and Consumption within one month from the day following its publication, or a contentious-administrative appeal may be filed directly before the Contentious-Administrative Chamber of Santa Cruz de Tenerife of the High Court of Justice of the Canary Islands within two months.
The impact is immediate for all subscribers in the municipality: households, homeowners’ associations, businesses, industries, and municipal offices will see the increase reflected in their next bimonthly bill, with a particular impact on large domestic consumers, whose bracket from 21 to 40 m³ is the one that increases the most, by 2.50%.
