Eivissa prorroga sis mesos el contracte de residus amb Valoriza

The Ibiza City Council has approved a six-month extension of the management contract for the public service of waste collection and transport, street cleaning, and beach cleaning, which will continue to be provided by Valoriza Servicios Medioambientales, S.A. at a unit price of €3.41/m². The decision was approved on September 24, 2026, and signed by Mayor Rafael Triguero Costa on October 16, and is published in the Official Gazette of the Balearic Islands (BOIB) No. 133, of October 20, 2026, section V, first subsection, with announcement number 10457 and file 14479/2026. The extension applies from November 3, 2026, inclusive.

The original contract was formalized on April 13, 2016, and its objective is the “Management of public services for the collection and transport of urban solid waste (residual and organic fractions), selective collection (glass, light packaging, paper and cardboard), as well as for street and beach cleaning of the municipality of Ibiza.” It is processed as a public service management contract by the municipal Contracting Office, with publicity on the contractor profile at www.contrataciondelestado.es.

The extension comes a few days after the same council formalized modification number 10 of the same contract, published in BOIB No. 131, of October 15, 2026, with file 27107/2026, awarded on September 24 and formalized on October 7, 2026, also with Valoriza as the contractor.

Six more months at 3.41 euros per square meter

The economic and temporal conditions contained in the extension announcement are as follows:

  • Extension term: six months starting from November 3, 2026, inclusive.
  • Unit price of the contract during the extension: €3.41/m².
  • Extension approval date: September 24, 2026.
  • Contract formalization date: April 13, 2016.
  • Contractor: Valoriza Servicios Medioambientales, S.A.
  • Type of contract: public service management.

Ten modifications and a reference price of 3.68 euros

Modification number 10, formalized on October 7, does not alter the economic balance of the contract according to clause 30 of the particular administrative clauses specifications (PCAP) and does not generate a right to economic compensation other than the expenditure commitment for the readjustment of unit prices. According to the announcement of October 15, this modification does not entail any variation in the price of the cleaning service, already fixed at €3.68/m² in modification number 9.

The contract thus accumulates ten modifications since its formalization in 2016, an element that underscores its complexity and prolonged duration over time.

Waste, streets, and beaches: the scope of the service

The object of the contract includes the collection and transport of the residual and organic fractions, as well as the selective collection of glass, light packaging, paper, and cardboard, in addition to the street cleaning and cleaning of the municipality’s beaches. The CPV codes identifying the services are:

  • 90511000-2, waste collection service.
  • 90511100-3, urban solid waste collection services.
  • 90511200-4, household waste collection service.
  • 90511300-5, manure collection services.
  • 90511400-6, paper collection services.
  • 90512000-9, waste transport services.
  • 90610000-6, 90611000-3 and 90612000-0, street cleaning and sweeping services.
  • 90680000-7, beach cleaning services.
  • 44613700-7 and 44613800-8, containers and bins for waste.

The extension affects one of the highest-cost and most visible contracts of the Ibiza City Council, as it covers an essential service provided daily to all streets and beaches of the municipality. The fact that it is processed via extension, and not through a new tender, implies that the service will remain in the hands of the same operator throughout the first half of 2027, with the unit price fixed in the announcement.
