The Eguzki Hotz program will have 80 million euros for self-consumption and prosumption
Por FactBox Admin

The Basque Energy Agency (EVE) has approved the regulatory bases and the 2026 call for the Eguzki Hotz program, through the resolution of General Director Mikel Amundarain Leibar dated October 23, 2026. The resolution was published in issue number 211 of the Official Gazette of the Basque Country (BOPV) on November 4, 2026, with official reference 2026/4653. The program has an allocation of 80 million euros, and the aids are non-repayable grants; it will take effect from the day following its publication.
The program is an initiative of the public entity under the Department of Industry, Energy Transition and Sustainability of the Basque Government, and is integrated into the Basque Energy Strategy 2030 (3E2030) document and EVE’s Strategic Plan for Grants for the 2025-2028 period; the latter was approved by the agency’s Board of Directors on February 5, 2025.
The energy context carries significant weight in the bases: the text itself states that the program’s objective is to promote the expansion of renewable energies and, furthermore, to “mitigate the consequences of the conflict in Iran and the instability of energy prices.” In this regard, the Governing Council of the Basque Government has activated an industrial shield of 1.047 billion euros, and aids for the transformation and diversification of SMEs have increased by 51.4%. EVE states that the reason for promoting electrical renewal is climate change and increasingly frequent heatwaves, provided that energy dependency and electricity bills do not increase.
Two economic lines with 80 million euros
The allocation is divided into two types of activities in the fifth basis of the call:
- New installations for generating electricity for self-consumption, the expansion of existing ones, and linked storage: 60,000,000 euros.
- Electrification of heat consumption through renewable energies: 20,000,000 euros.
Each amount may be increased by up to 100% exceptionally, depending on demand and the credit availability corresponding to the event; such an increase will require a resolution from EVE’s General Directorate and will be published in the BOPV as well as on the agency’s website. At the end of the period, the remaining balance may be compensated between the two lines.
13,000 projects and 150 MW by 2028
The forecasts corresponding to the Strategic Plan are specified in the bases, and the call includes the following goals:
- 13,000 funded projects.
- 150 MW of installed electrical power.
- 136 MWh of electrical storage capacity.
- 100 MW of thermal power.
Applications may be submitted from November 5 at 08:00 onwards, and the period will end when the funds are exhausted or, at the latest, on September 29, 2028 (Friday). The resolution must be notified within six months, and after that period, administrative silence will be considered a denial of the request; however, the agency will have the obligation to resolve it explicitly. The period to implement and justify the project is 18 months, with a deadline of October 31, 2029.
Amounts according to the type of installation
For persons who do not carry out any economic activity —for single-family homes, among others— fixed modules have been established:
- Aerothermal installations for heating or sanitary hot water: 500 €/kW and 3,000 euros per home.
- Geothermal installations in a vertical closed circuit: 2,250 €/kW and 13,500 euros per home.
- Open circuit geothermal and hydrothermal: 1,600 €/kW and 9,000 euros per home.
- Air-to-air heat pumps: 150 €/kW, maximum 500 euros per home.
- Air-to-air rooftop systems: 150 €/kW and 500 euros per home.
Regarding photovoltaics, for installations up to 10 kWp, the module is 1,000 €/kWp for individual projects and 1,110 €/kWp for collective ones, and in the case of companies, the aid intensity ranges from 35% (large company) to 45% (small company). The aid will never cover more than 65% of the eligible cost. Additional modules are also provided for the complete renewal of the installation or for parking lot canopies, provided that at least 80% of the total power is over the renewed surface.
For whom and how to apply
Beneficiaries may be private natural and legal persons, communities of owners, renewable energy communities and citizen energy communities, public administration entities, and port authorities located in the territory of the community. The entire process is electronic, through the Basque Government’s “Mi carpeta” portal and the Tramitagune application. If the application is incomplete or defective, a period of ten business days will be given to correct it. An appeal for reconsideration may be filed against the resolution, within one month, before the general director of the EVE, or a contentious-administrative appeal, within two months, in the contentious-administrative court of Bilbao.
EVE will verify the projects through sampling, with a representative sample taking at least 25% of the total amount of the aid, and failure to meet the conditions for receiving the subsidy may be penalized with a partial or total rejection. These aids must comply with the regulations on public aid, and the call does not allow for over-financing.
The importance of the program lies not only in the amount, but also in the objective: these 80 million combine two priorities, increasing the self-consumption of electricity and the electrification of the climatization of homes and buildings; therefore, the aids are presented as a tool to reduce the energy bill and external dependence, and, at the same time, to improve the ability to face the consequences of heatwaves. The fact that it remains open for a long term —until September 2028— suggests the continuous operation of the call: applications will be resolved in the order they are submitted, until the funds are exhausted.
