Education opens the list of expert teachers from the productive sector

The Department of Education and Universities of the Government of the Balearic Islands has opened the call to be part of the list of expert teachers from the productive sector in non-university public centers. Resolution 10017, signed by the Director General of Teaching Personnel and Concerted Centers, Joana Maria Cabrer Sureda, was published in BOIB no. 127 on October 8, 2026, in Section II, p. 54362. The deadline for submitting applications is three business days from the day after publication.

A figure born from the reform of vocational training

The call is framed within the replacement of the specialist teacher by the figure of the expert from the productive sector. Organic Law 3/2022, of March 31, on the organization and integration of Vocational Training, modified article 95 of Organic Law 2/2006, of May 3, on education, and eliminated that figure to introduce the expert, designed so that professionals from the labor field, not necessarily degree-holders, can teach professional modules in certain specialties.

The regulatory development arrives with Royal Decree 659/2023, of July 18, which in article 170 allows competent administrations to hire experts from the productive sector when ordinary channels to guarantee teaching have been exhausted or when it is necessary to ensure mastery of specific sector processes. The incorporation is made under a labor regime.

The call is issued under the seventh base of the Resolution of September 27, 2023, of the Director General of Teaching Personnel (BOIB no. 136, of October 5, 2023), which provides for a public call when it is necessary to cover positions of a specialty, whether they be vacancies or substitutions. The competence to call it corresponds to the Director General by delegation of the Councilor, according to the Resolution of January 30, 2024 (BOIB no. 19, of February 8).

Called specialty and requirements

• Called specialty: 99144 Techniques in safe and sustainable driving and mobility, of vocational training.
• General requirements: those established in the third base of annex 1 of the Resolution of September 27, 2023.
• Specific vocational training requirement: minimum non-teaching professional experience of two years in the field of the position, prior to the end of the application period.
• Requirements specific to the specialty: comply with the conditions of the DGT and hold all driving licenses listed in Royal Decree 818/2009, of May 8.

Applications, lists, and contracting

Applicants must use the official model of annex 3 and process the application exclusively electronically, through the procedure enabled on the website of the Directorate General of Teaching Personnel and Concerted Centers. If more than one is registered, only the last one will be considered valid.

The required documentation includes a curriculum vitae with personal data, work experience, academic training, knowledge of Catalan, and teaching experience, as well as the corresponding documentary accreditation. Professional experience must be proven with the work history certificate issued by the Social Security and with the company certificate or contracts stating the duration and specific activity.

The Evaluation Commission will examine the applications and the director general will approve the provisional lists, which will be published on the website on the same day they are issued. A period of two business days will then open to submit allegations and correct the causes for exclusion. The final lists will complete the initial list of 2023, and the order of placement allocation and the contracting regime are governed by the eighth to fourteenth bases of the framework resolution.

Immediate precedent and appeals

This call comes a few days after the one published on October 3, 2026 (Resolution 9854, BOIB no. 125), which opened the list for specialty 99009 Navigation and marine installations. Both respond to the same procedure and the same need to fill positions that cannot be assigned to teaching civil servants.

Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the body that issued it within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court within two months, both counted from the day after publication in the bulletin.

The measure directly interests professionals from the productive sector who wish to teach in vocational training and who, without prior teaching qualifications, can access it by accrediting work experience. For the educational system, the call is the means to guarantee the coverage of highly specialized modules, such as those linked to driving and safe mobility, in a course that has already started.
