Educación requiere a 185 jóvenes subsanar las ayudas del carnet B

The Ministry of Education, Youth, and Sports of the Autonomous City of Melilla has required 185 applicants for grants to obtain a class B driver’s license to rectify the documentation in their files within ten business days. The requirement, published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6418, dated September 29, 2026, warns that those who do not complete the process will be considered to have withdrawn their application. The announcement appears under the official reference BOME-A-2026-1087.

The procedure derives from the regulatory bases intended for obtaining class B driver’s licenses, approved by agreement of the Governing Council on May 15, 2026, and published in BOME number 6382, dated May 26, 2026. The 2026 call was approved by Order of the Minister of Education, Youth, and Sports, registered under number 2026001062, dated June 11, 2026, and published in the Extraordinary BOME number 25, dated June 17, 2026.

According to section 7 of the bases, the processing of the procedure corresponds to the General Directorate of Educational Policy, which has reviewed the documentation submitted by the applicants. From this verification, it appears that the listed individuals have not provided the required documentation or have deficiencies therein, in application of bases 2, 5, 6, and 10.

Ten business days and risk of withdrawal

The requirement is supported by base 7 of the regulatory bases and grants ten (10) business days to rectify the deficiency or provide the mandatory documents. The warning is explicit: if not complied with, the applicant will be considered to have withdrawn their application, following a resolution issued under the terms of article 68 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

Notification is carried out through its publication in the Official Gazette of the Autonomous City of Melilla. The document was signed in Melilla on September 28, 2026, by the Director General of Education, Germán Ortiz Sánchez.

The seven reasons requiring rectification

The list of affected files, numbered from 553/2026/CLASEB to 1262/2026/CLASEB, details for each case the reason for the requirement, coded from 1 to 7:

    1. Failure to prove being up to date with the Tax Agency (AEAT), the Autonomous City of Melilla, or Social Security, or failure to authorize their consultation.
    1. Document proving registration (empadronamiento) in the Autonomous City of Melilla, with a minimum seniority of one year.
    1. Application and responsible declaration duly completed and signed.
    1. Document proving the age of the applicant (DNI/NIE).
    1. Certification issued by a financial entity proving the ownership of the applicant’s bank details.
    1. Invoices proving enrollment in a driving school, the receipt of theoretical and/or practical classes, the payment of theoretical and/or practical exam fees, the payment of DGT fees, and the actual payment of eligible expenses.
    1. Invoices that contain the requirements of a complete invoice.

Cases with several accumulated defects

The list includes 185 files, and some accumulate several reasons at once. This is the case for 641/2026/CLASEB, which must rectify sections 3, 5, and 6, or 1133/2026/CLASEB, which carries sections 1, 5, and 7. There are also repeated files because they correspond to two different applicants, as occurs with 581/2026/CLASEB, 632/2026/CLASEB, 657/2026/CLASEB, 663/2026/CLASEB, 774/2026/CLASEB, 825/2026/CLASEB, 885/2026/CLASEB, 901/2026/CLASEB, 996/2026/CLASEB, 1055/2026/CLASEB, 1104/2026/CLASEB, and 1166/2026/CLASEB.

The bulk of the requirements are concentrated in reasons 5 and 6, namely, the bank certification and the driving school invoices, fees, and exam rights, followed by the responsible declaration and the registration (empadronamiento).

What this implies for applicants

The announcement directly affects the 2026 call for grants designed so that young people in Melilla can afford a Class B driver’s license. The period of ten business days is the only available margin: beyond this, the Administration will issue a resolution of withdrawal and the file will be closed without a subsidy. Interested parties must check if their file number appears in the published list and provide the requested documentation before the deadline expires.
