Education tenders the evaluation of the Bilingual Program in Madrid for 8.5 million

The Regional Ministry of Education, Science and Universities of the Community of Madrid has announced the contract for the evaluation of the Spanish-English Bilingual Program and the application, grading, and certification of English language proficiency tests for students in public and subsidized bilingual centers during the 2026-2027 academic year. The call is published via a resolution of the Technical General Secretariat dated October 14, 2026, disseminated in the Official Gazette of the Community of Madrid (B.O.C.M.) number 257, dated October 27, 2026, with the reference BOCM-20261027-36. The base tender budget amounts to 8,504,448.88 euros, VAT included.

A service contract divided into two lots

The object of the contract is the design and execution of a research project to analyze the effectiveness of the bilingual program in the Primary and Compulsory Secondary stages and detect areas for improvement, along with the preparation, application, grading, and certification of English language proficiency tests. These tests must be calibrated and adjusted to the international standards of the Common European Framework of Reference for Languages (CEFR) and will be aimed at students in 6th grade of Primary Education and 4th year of Compulsory Secondary Education.

The file, processed by the Technical General Secretariat, bears the number A/SER-027052/2026 (322O-006-26) and will be awarded through an open procedure with a plurality of criteria and ordinary processing. It is divided into two lots, without specific names in the announcement, and each company may bid and be awarded a maximum of two.

The published economic figures are as follows:

• Estimated value of all lots: 8,434,164.18 euros.
• Estimated value of lot 1: 3,797,556.23 euros; lot 2: 4,636,607.95 euros.
• Total taxable base: 7,028,470.15 euros, with 1,475,978.73 euros in VAT.
• Total amount for lot 1: 3,829,202.53 euros; lot 2: 4,675,246.35 euros.
• Final guarantee: 5 per 100 of the credit of each lot, exempt from VAT.
• CPV codes: 80000000-4 (teaching and training services) and 73210000-7 (research consultancy services).

One year of execution and a tight schedule

The execution period is one year, from January 1, 2027—or from the signing of the contract if it occurs later—until December 31, 2027, with no extensions permitted. The place of execution is the Community of Madrid.

The administrative calendar is demanding:

• Deadline for obtaining documentation and information: October 30, 2026.
• Deadline for submission of bids: October 30, 2026, by electronic means through the Licit@ system.
• Communication of the qualification of administrative documentation: from 3:00 PM on November 3, 2026, on the contractor profile.
• Opening of electronic envelope number 2 (technical documentation subject to value judgment): 10:00 AM on November 10, 2026.
• Opening of envelope number 3 (economic proposal): date to be published on the contractor profile at least 48 hours in advance.
• Validity of the bid: two months.

The prior notice was published in the Official Journal of the European Union and on the contractor profile on October 15, 2026, and the submission to the OJEU was carried out on October 14. Documentation can be obtained at the Regional Ministry of Education, Science and Universities, Alcalá Street, number 32, 28014 Madrid, via the email areacontratacion@madrid.org, and the contractor profile is hosted at https://contratos-publicos.comunidad.madrid. Advertising costs shall be borne by the successful bidder.

Who signs and who is affected

The resolution is signed by the Technical General Secretary, Joaquín Rubio Agenjo, and does not establish contract reservations nor allow variants in the bids.

The scope of the contract directly affects the educational community of public bilingual centers and private subsidized bilingual centers in the region. The certification of the English level of students in the final year of Primary education and 4th year of ESO is a document with academic effects for families, and the efficacy study will allow the Ministry to justify or reorient one of its educational hallmarks. With a budget of 8.5 million and only two months between the European publication and the closing of bids, the contract leaves little margin for bidders and turns the evaluation of bilingualism into a matter with a deadline: October 30.
