Education terminates the authorization of two preschools due to inactivity

The Department of Education, Culture and Universities has terminated the authorization of two first-cycle preschools in the province of Valencia due to the cessation of activities, as published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10435, dated August 24, 2026. These are the Municipal preschool of El Palomar and the private center Aula 1 in Carlet, whose authorizations are void as of the start of the 2026-2027 school year.

The two orders, signed on July 28, 2026, by the regional minister María del Carmen Ortí Ferre, were issued after the Education Inspectorate confirmed the inactivity of both centers and the appeals process was exhausted without the owners presenting any documentation.

Two centers, two procedures

Order 21/2026 terminates the authorization of the Municipal first-cycle preschool of El Palomar, center code 46024448, created through the Agreement of February 4, 2004, between the Generalitat Valenciana and the City Council of El Palomar. The Education Inspectorate of the Territorial Directorate of Valencia issued an inactivity report on June 2, 2026, and the agreement to initiate the procedure was issued on June 18, notified on June 26, with no appeals presented.

For its part, Order 20/2026 affects the private first-cycle Early Childhood Education center Aula 1, in Carlet, code 46025106, owned by Centre Educatiu Bàsic, SL. The Inspectorate’s report is dated June 9, 2026, and the agreement to initiate the procedure was issued on June 22, without the ownership presenting any documentation.

Both orders will take academic effect from the start of the 2026-2027 course and will lead to the corresponding deregistration entries in the Registry of Teaching Centers of the Comunitat Valenciana.

Regulatory framework and appeals

The competence to issue the orders corresponds to the Department of Education, Culture and Universities in accordance with Article 4 of Decree 68/2026, of May 4, of the Consell. In the case of the private center, Article 16.1 of Royal Decree 332/1992, of April 3, is also invoked, which provides for the termination of authorization when centers have de facto ceased their activities.

Against the orders, which exhaust administrative remedies, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed before the High Court of Justice of the Comunitat Valenciana within two months of notification.

The publication entails the loss of first-cycle early childhood education places in two municipalities of the province of Valencia, within a context of growing demand for early schooling. Affected families will have to seek alternatives in other authorized centers in the area, while the administration updates the registry of educational centers of the Comunitat Valenciana.
