Education delegates the competitive examinations for archives, libraries, and museums to Public Function

The Regional Ministry of Education, Culture and Sports has delegated to the General Directorate of the Civil Service the announcement and management of the selection processes for archives, libraries and museums corresponding to the public employment offers for 2025 and 2026. The decision is formalized in the Resolution of 10/23/2026, published in the Official Gazette of Castilla-La Mancha (DOCM) number 209, dated October 30, 2026, in section I of general provisions, with the official reference 2026/7802. The delegation takes effect on the day of its publication.

The scope of the delegation

The text attributes to the head of the General Directorate of the Civil Service a complete set of competencies regarding the selection processes for the archives, libraries and museums scales:

• The announcement of the selection processes and the approval of the rules.
• The approval of the provisional and final lists of admitted and excluded applicants.
• The appointment of the members of the selection bodies.
• The resolution of administrative appeals against the acts of those bodies.
• The offer and allocation of destinations to the applicants.
• Any other instrumental act attributed to the convening body.

The affected processes are those for entry into the Higher Scale of Archives, Libraries and Museums, in the specialties of Libraries and Museums; in the Technical Scale of Archives, Libraries and Museums, in the specialties of Archives, Libraries and Museums; and in the Administrative and Auxiliary Scales of Archives and Libraries.

Regulatory basis and coordination

The resolution is based on the first additional provision of Law 7/2001, of June 28, on Personnel Selection and Provision of Job Positions, which remains in force with regulatory status according to the sole repealing provision of Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha. That regulation reserves the announcement, approval of rules, and management of these processes to the head of the Regional Ministry of Education, Culture and Sports.

Article 13.1.j) of Decree 104/2023, of July 25, which establishes the organic structure of the Regional Ministry of Finance, Public Administrations and Digital Transformation, already attributes to the General Directorate of the Civil Service the management of the calls for selection tests not assigned to other regional ministries or autonomous bodies. To this is added the Resolution of September 15, 2015, of the Regional Ministry of Finance and Public Administrations, which delegated to the central bodies and provincial delegations the competencies over calls whose management corresponds to that general directorate.

The Executive justifies the change based on the need to “streamline and harmonize” the selection processes planned under the public employment offers for 2025 and 2026, concentrating the competencies in a single body. The regulation invokes Article 9 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, as the framework for the delegation.

Formal control and entry into force

The resolutions issued under this delegation must expressly state this circumstance and the date of their publication in the DOCM, and shall be understood as having been issued by the delegating body, namely, the Ministry of Education, Culture, and Sports. The resolution was signed in Toledo on October 23, 2026, by the Minister of Education, Culture, and Sports, Amador Pastor Noheda.

Impact

The delegation unifies within the General Directorate of the Civil Service the call for applications, the lists of admitted and excluded candidates, the tribunals, the appeals, and the allocation of posts for the competitive examinations for archives, libraries, and museums, so that applicants from the 2025 and 2026 offers will deal with a single convening body. Furthermore, the change comes with the provision that this general directorate coordinates all calls, providing prior notification when management falls under other ministries or autonomous bodies.
