Educación convoca el concurso estatal de traslados para miles de docentes riojanos

The Department of Education and Employment of the Government of La Rioja has announced the state-level transfer competition for civil servants of teaching bodies, with an application period extending from November 5 to 26, 2026, both days inclusive. The call is formalized through Resolution 88/2026, dated October 26, published in the Official Gazette of La Rioja number 208, corresponding to Wednesday, October 28, 2026 (reference 202610260125195).

The call is issued under the sixth additional provision, third section, of Organic Law 2/2006, of May 3, on Education, which requires educational administrations to periodically call for state-level transfer competitions. The regulatory development corresponds to Royal Decree 1364/2010, of October 29, modified by Royal Decree 677/2024, of July 16, which establishes in its seventh article the biennial nature of these calls. Following the last state competitions in the 2024/2025 academic year, it is now appropriate to call them during the 2026/2027 academic year in accordance with Order EFD/1041/2026, of September 30, which establishes the applicable procedural rules.

The Department’s competence derives from article 9.2.b) of Decree 53/2023, of July 14, regarding the organic structure of the department. The 38-page document bears the signature of the counselor Alberto Galiana García and is published in section II, Authorities and Personnel, starting on page 17940.

Seven teaching bodies and vacancies until the end of the year

The competition covers the filling of vacant positions among civil servants of the following bodies:

  • Corps of Teachers (Maestros).
  • ** Chairs and Professors of Secondary Education**.
  • Technical Professors of Vocational Training.
  • Specialist Professors in Singular Sectors of Vocational Training.
  • Chairs and Professors of Official Language Schools.
  • Professors of Music and Performing Arts.
  • Chairs, Professors, and Workshop Teachers of Plastic Arts and Design.

The positions called for are those existing or occurring at least until December 31, 2026, in the organic staffing of the centers planned for the 2027/2028 academic year, as well as new allocations in centers whose start of activity is planned for that year. These vacancies will be determined following negotiation with trade union organizations and will be published in the Official Gazette of La Rioja before the resolution of the competition. Ordinary position results in bilingual centers will be withdrawn from the allocation when necessary to transform the staff, and vacancies with definition errors will be eliminated.

From November 5 to 26 and a maximum of 300 requests

The application shall be addressed to the Counselor of Education and Employment, shall adhere to the official model of Order EFD/1041/2026, and must be processed through the computer application enabled in the Human Resources section of www.educarioja.org, with submission via the electronic registry of the Autonomous Community. The merit allegation sheet shall be submitted along with the application.

Each participant may include up to 300 requests in order of preference, and requests may be made by locality or by a specific center. The requirements must be met by the end date of the deadline and maintained throughout the entire procedure until the assumption of office. Once the deadline has expired, no applications, modifications, or additional merit documentation will be admitted.

Scale, preferential rights, and processing

The processing is the responsibility of the General Directorate of Educational Management, which will publish the lists of admitted and excluded persons on www.educarioja.org, with a period of five business days for claims. The assessment of sections 3 and 4.1 of the scale falls to an evaluation commission chaired by the head of the Educational Technical Inspection service, with two members and the presence (with voice but without vote) of the represented trade union organizations.

The resolution also regulates the preferential right to a center and locality and the right of concurrence, which allows participation to be conditioned on obtaining a destination in a single province, with a maximum of four people per group; the omission or incorrect entry of this data nullifies all applications of the group.

On the same date and with an identical deadline, the Department has published Resolution 89/2026, of October 26 (202610260125196), which announces the transfer competition for the provision of vacancies in the Education Inspection of La Rioja among officials of the Inspectors’ corps.

The competition is the only ordinary means by which a Riojan teacher or professor can change their permanent destination or return to the community, and it is also the exit door toward positions in other educational administrations. Therefore, the calendar, the merit scale, and the preparation of the list of up to 300 requests are decisive for thousands of teaching families facing one of the professional decisions of the school year in November.
